Complete regulations on job positions soon

(Chinhphu.vn) - The Ministry of Home Affairs is currently researching and drafting a Decree regulating civil servant job positions to organize the implementation of the arrangement, use, and management of civil servants according to job positions.

Minister of Home Affairs Do Thanh Binh has just issued an official dispatch responding to the petition of voters of Tuyen Quang province sent before the 10th session of the National Assembly.

Voters requested the Ministry of Home Affairs to soon issue job positions in wards, communes, and special zones; guide the development of job position projects, appraisal, approval, and training plans to have enough cadres, civil servants, and public employees with professional qualifications suitable for job positions.

Responding to the petition of voters in Tuyen Quang province, the Ministry of Home Affairs said that in order to ensure that personnel at the commune level meet the requirements of organizing local government at 02 levels to operate effectively and smoothly, the Ministry of Home Affairs issued Official Dispatch No. 7415/BNV-CVCC dated August 31, 2025 and Official Dispatch No. 9395/BNV-CCVC dated October 15, 2025 on the orientation of the list of job positions at the commune level. Accordingly, it is recommended that localities proactively develop and approve the Project on job positions for commune-level civil servants under their management.

Implementing the provisions of the Law on Cadres and Civil Servants 2025 and Decision No. 1575/QD-TTg, the Ministry of Home Affairs is currently researching and developing a draft Decree regulating civil servant job positions, to organize the implementation of the arrangement, use and management of civil servants according to job positions in accordance with the spirit of the Law on Cadres and Civil Servants 2025.

Regarding the work of fostering and providing professional training for commune-level officials and civil servants after the administrative unit arrangement, Minister Do Thanh Binh said that the Steering Committee for the arrangement of administrative units at all levels and the construction of a 2-level local government organization model of the Government issued Official Dispatch No. 17/CV-BCĐ dated August 21, 2025.

In which, it is requested that the People's Committees of provinces and centrally-run cities develop plans and organize training and professional training, and other supplementary knowledge and skills for the team of commune-level cadres, civil servants and public employees in accordance with the requirements of operating the 2-level local government model.
