The program is implemented under the Agreement between the Ministry of Home Affairs and the International Human Resources Development Organization of Japan (IM Japan) on the selection and dispatch of Vietnamese trainees to Japan for technical internship in the manufacturing and construction sectors. The Ministry of Home Affairs assigned the Overseas Labor Center as the direct unit to implement this Program.

This is a non-profit program, participating workers do not have to pay brokerage fees, job interview fees or exit fees, creating favorable conditions for workers in difficult economic circumstances.

Since implementing the Program (2005) up to now, the Overseas Labor Center has dispatched 9,235 workers to do technical internships in Japan.

Workers only need to pay for personal expenses such as passports, visas and health checks. During the 4-month Japanese language training and pre-departure orientation course, tuition and dormitory fees are covered by IM Japan. In addition, trainees also receive vocational training and vocational tuition if the company accepts the request.

The age of the workers participating in the program is from 18 to 30 years old, graduated from high school or equivalent or higher. During the technical internship period in Japan, the workers receive a salary of 25 to 35 million VND excluding overtime pay.

In particular, the program also has a humanitarian meaning when all interns participating in the program, completing the Technical Internship Program and returning to their home country on time will be supported by IM Japan with a career development incentive of 200,000 Yen (about 36 million VND) for each year of internship, up to a maximum of 1 million Yen for 5 years of internship and support in procedures to receive pension insurance according to the salary and number of years of technical internship in Japan (about 80 million VND or more) and will also be supported in finding jobs in Vietnam.

Regarding the general situation of overseas labor, according to the Ministry of Home Affairs, in the first 10 months of 2025, the whole country sent more than 121,000 workers to work abroad, reaching 93.2% of the yearly plan. It is estimated that by the end of the year, the total number of workers working abroad in the period 2021 - 2025 will reach about 636,000 people, exceeding the set target by 127%.

Key markets such as Japan, Taiwan (China) and South Korea remain stable, while many new markets in Europe and the Middle East such as Germany, Romania, Hungary, Israel, and the UAE are expanding strongly. Sending workers to work abroad not only contributes to job creation and income increase, but also brings in about 6.5-7 billion USD in remittances each year, becoming an important source of foreign currency for the economy.
