On November 15, 2025, the Government issued Resolution No. 66.7/2025/NQ-CP regulating the reduction and simplification of administrative procedures based on data. At the same time, the Ministry of Justice issued Report No. 679/BC-BTP on the implementation of reduction and simplification of administrative procedures to General Secretary To Lam, Head of the Central Steering Committee on Science , Technology, Innovation and Digital Transformation and Prime Minister Pham Minh Chinh.
On November 19, 2025, the Minister of Justice issued Decision No. 3299/QD-BTP to establish a Working Group to deploy the Information System for handling administrative procedures for common use in the Justice sector, headed by the Deputy Minister of Justice and members being leaders of relevant units of the Ministry of Justice and a number of localities. The Ministry of Justice also sent a document to the People's Committees of provinces and cities regarding the survey of the Information System for handling administrative procedures at the local level.
Deputy Minister of Justice Nguyen Thanh Tinh emphasized that the construction of a centralized administrative procedure settlement system is an important requirement in implementing Project 06 and Plan 02 of the Central Steering Committee 57, aiming to complete national and specialized databases in 2025. The Government has issued many resolutions to promote this task, including Resolution No. 71 and especially Resolution No. 66.7/2025/NQ-CP on cutting and simplifying administrative procedures based on data.
Immediately after Resolution No. 66.7 was issued, the Ministry of Justice issued Official Dispatch No. 7422 for synchronous implementation. According to the Deputy Minister, the reduction of administrative procedures based on data will be implemented immediately, requiring a seamless database connection and a strong enough technical foundation. One of the key solutions is to build an Administrative Procedure Resolution System based on a centralized and unified model with 13 other ministries and branches.
The Ministry of Justice is assigned to complete this system before the end of 2025. Through initial work with the Working Group and FPT, the accompanying unit assigned by the Government, the Ministry assessed that the task is very challenging, simultaneously related to legal, process, technology and infrastructure. Therefore, the Minister of Justice decided to establish an interdisciplinary Working Group, with the participation of 8 localities, the units that will directly operate the system in the future.

Deputy Minister Nguyen Thanh Tinh requested units to adhere to the spirit of Resolution No. 66.7: When the database is announced and allowed to be exploited, it must be applied immediately, even when the centralized system is not yet complete. The Ministry of Justice hopes to be able to request permission to pilot in some localities, deploying science to run the Ministry's software instead of 34 localities having to adjust themselves in a short time.
To ensure the pilot progress before December 15, the Deputy Minister requested the Working Group to unify awareness, develop a general plan, and clearly assign specific tasks.
The Deputy Minister affirmed that this is the responsibility of the presiding agency assigned by the Central Steering Committee, not for achievements. The Ministry of Justice has promptly advised the Government to issue Resolution No. 66.7, and has reported to the General Secretary on the overall solution to reform administrative procedures. Therefore, the Unified Administrative Procedure Resolution System of the Justice sector needs to be deployed soon, serving as a model for the whole country.
Deputy Minister of Justice Nguyen Thanh Tinh requested the Department of Justice of localities to advise leaders of local Party committees and authorities on this spirit for effective direction and coordination in implementation.
