Nghe An Provincial People's Committee has just issued Decision No. 3769/QD-UBND dated November 19, 2025 on the list of 229 administrative procedures (AP) in the fields of agriculture and environment that are implemented regardless of administrative boundaries within the province. Of which, there are 197 APs at the provincial level and 32 APs at the commune level.
At the provincial level, the number of administrative procedures is spread across many fields: 10 administrative procedures on plant protection, 13 on cultivation, 19 on aquaculture, 15 on sea and islands, 21 on forestry and forest rangers, 7 on nature conservation and biodiversity, 6 on cooperative economics and rural development, 9 on quality management of agricultural, forestry and fishery products, 17 on animal husbandry, 20 on veterinary medicine, 14 on water resources, 35 on geology and minerals, 4 on enterprise management, and 5 on poverty reduction.

In addition, there is 1 administrative procedure in the field of surveying and mapping, 2 administrative procedures in hydrometeorology, 1 administrative procedure in dykes, 3 administrative procedures in natural disaster prevention, 1 administrative procedure in the environment, 2 administrative procedures in agricultural science and technology. Some groups of fields also have specific support procedures such as support for joint projects, OCOP support, support for breeding materials, training in career conversion in livestock farming; support for facilities damaged by animal diseases.
For the field of oil spill response, there is 1 administrative procedure related to appraisal and approval of response plans. The field of geology and minerals has 2 additional administrative procedures including confirmation of mineral recovery registration and settlement of mining rights fees. The land field has 2 administrative procedures including transfer, lease, capital contribution using land use rights to implement investment projects, land allocation, land lease and allocation of sea areas for sea encroachment.
The issuance of the list aims to create flexibility and synchronization in handling administrative procedures, reduce time and costs for organizations and individuals, and improve service efficiency across the province.
