With a huge volume of documents, the ward has had to increase the number of staff to handle them, with some departments having to work until 24:00 at night.

“Because of the huge workload, there is pressure. We have to use every measure to motivate staff to continue, arrange and strengthen overloaded positions by adding more staff,” said Mr. Tien.

According to the leaders of Thanh Khe ward, although the apparatus operates smoothly, meeting the needs of people to handle administrative procedures. However, due to the large amount of work, it is inevitable that there will be a situation where officials are under pressure. The ward has taken many measures to motivate, at the same time, arrange and increase human resources in positions overloaded with documents.

Some of the reasons for the overload of applications pointed out by Thanh Khe ward are: Currently, 1 job position requires many specialties.

The Secretary of the Thanh Khe Ward Party Committee said that with a large number of documents and a thin staff, it is inevitable that there will be a situation where officials are under pressure with work.

In addition, the efficiency of implementing online public administrative procedures is not really high. “ We have received 46,367 procedures and documents. Of which, 40,786 are online. But only 10,719 of them are done online at home and sent by people. The remaining 30,000 files have to go to the ward's public administrative center to complete the documents,” Mr. Tien said.

There are also additional documents that are not included in the list of administrative procedures. For example, to enroll, universities require students to have a confirmation of local residence. This creates additional unnecessary confirmation procedures. In Thanh Khe alone, these documents account for a very large proportion, about more than 7,000 documents.

Difficult times are the time to show the mettle, will and efforts of the cadres.

At the recent working session of Deputy Prime Minister Pham Thi Thanh Tra with Da Nang City, Da Nang Party Secretary Le Ngoc Quang said that the two-level government model in the city has basically operated smoothly and effectively. "Although it is a new organization and apparatus, running while queuing, working while updating policies, learning while adjusting, we have made great efforts to initially operate smoothly and continuously for local government. Implementing basic administrative procedures meets the requirements, close to the people, and resolves urgent matters for the people," said Mr. Quang.

This is clearly demonstrated by the way communes and wards responded to natural disasters and floods at the end of October 2025. "The local authorities have flexibly responded to storms and floods in the locality. The operation is effective and efficient, " said the Secretary of the Da Nang City Party Committee, adding that there were certain difficulties in the operation process and the city has recognized them to promptly overcome them. For example, in the central wards of the city, the number of administrative records is large; in the mountainous communes, the digital infrastructure is not yet synchronized.
