Proposal to amend the Resolution on urban government organization and special mechanism for Da Nang

The competent authority shall submit to the National Assembly for consideration and decision the application of simplified procedures in drafting and promulgating documents, adding them to the session agenda and considering and approving them at the 10th Session.

The Government issued Resolution No. 375/NQ-CP dated November 20, 2025 on the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 136/2024/QH15 dated June 26, 2024 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city.

Specifically, the Government resolved to approve: The content of the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 136/2024/QH15 dated June 26, 2024 of the National Assembly on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city in Submission No. 843/TTr-BTC dated November 17, 2025 and Report No. 660/BC-BTC dated November 20, 2025 of the Ministry of Finance and related documents attached;

Draft content of the Government's Submission to the National Assembly Standing Committee and the National Assembly on the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 136/2024/QH15 (after completion, ensuring consistency with the content of the draft Resolution).

The Government assigned the Minister of Finance, authorized by the Prime Minister, to sign on behalf of the Government the Government's Submission on the draft Resolution of the National Assembly amending and supplementing a number of articles of Resolution No. 136/2024/QH15 on the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang city, to submit to the National Assembly Standing Committee and the National Assembly for consideration and decision on the application of simplified procedures in the development and promulgation of documents, to add to the session agenda and to consider and approve at the 10th Session.

Based on the opinions of the Party's competent authority on expanding the cases of land recovery by the State compared to the provisions of Article 79 of the Land Law and on other contents in the draft Resolution (if any), to complete the draft Resolution dossier and report and explain to the National Assembly Standing Committee, the National Assembly, and the National Assembly's agencies as prescribed./.
