An Giang accelerates reform, promotes digital transformation, and expands social security

(Chinhphu.vn) - In the first 10 months of 2025, An Giang recorded many strong changes in administrative reform, national target programs, social security, science and technology development and digital transformation. These results create an important foundation for the province to confidently enter the acceleration phase at the end of the year, towards building a modern administration, an inclusive society and a dynamic digital economy.

Administrative reform: Accelerating transformation, improving service quality for people

An Giang continues to focus on administrative reform, associated with the goal of developing and building e-government and digital government.

Provincial and communal public service systems, online payments, operational management, etc. all operate smoothly and synchronously, without any data interruptions. In particular, 100% of agencies, units, and localities have announced and updated electronic identification codes on the National Public Service Portal and the National Document Interconnection Axis according to regulations.

Inspection and supervision of administrative discipline and order are promoted, requiring cadres and civil servants to improve their sense of responsibility and style of serving the people.

At the same time, the province implemented Plan No. 41/KH-UBND to improve the Administrative Reform Index, SIPAS, PAPI, PCI, focusing on overcoming limitations and improving service quality for people and businesses.

Along with that, An Giang is building a digital government, upgrading data centers, expanding wide area networks and enhancing information security, ensuring the smooth operation of the two-level local government model.

National target program: Towards sustainable and inclusive development

An Giang has implemented many key national target programs (NTPs), focusing on ethnic minority and mountainous areas. The province prioritizes improving material and spiritual life, training human resources, preserving and promoting the unique cultural values ​​of ethnic minorities.

Regarding investment capital, the total cost of implementing the program in 2025 is 354,150 million VND, including 196,332 million VND of public capital and 157,818 million VND of development investment capital. By June 30, 2025, the disbursement rate of development investment capital reached 42.43%, and public capital reached 7.39%.

In the National Target Program on New Rural Development, after the administrative unit arrangement, the province has 85 communes. The review results show that there are 69 communes meeting new rural standards, 9 advanced new rural communes and 1 model new rural commune as of October 2025.

Key programs and projects are closely reviewed, especially projects under the National Target Program, to remove obstacles in site clearance, investment procedures and construction materials to ensure progress.

Social security: Wide coverage, timely support

An Giang fully and promptly implements social security policies, taking care of people with meritorious services, poor households, the elderly, women, children, people with disabilities and vulnerable groups.

The province strengthens the connection between labor supply and demand, strongly develops the labor market, and at the same time effectively implements labor safety and hygiene and foreign labor management. An important highlight is expanding health insurance coverage and developing social insurance and unemployment insurance participants.

For the staff, civil servants and public employees in the process of restructuring the apparatus according to the 2-level local government model, the province promptly resolves policies and regimes, especially for those who have decided to resign.

Healthcare work is also strongly strengthened: Ensuring adequate supplies of drugs, chemicals, and biological products; promoting the application of IT, implementing electronic medical records; monitoring healthcare projects for the 2026-2030 period.

Science and technology: Promoting innovation and improving governance quality

The province synchronously deploys many tasks of science and technology, digital transformation and innovation such as promoting the implementation of Action Program 02-CTr/TU on Resolution 57-NQ/TW, focusing on scientific and technological breakthroughs and digital transformation. Building a roadmap for technological innovation in key economic sectors by 2035.

Continue to cooperate with Ho Chi Minh City National University in implementing provincial and grassroots science and technology projects in many fields such as social sciences and humanities, engineering and agriculture.

The outstanding result of the Intellectual Property Development Program is that the province has received 39 initiatives requesting confirmation of provincial-level scope of influence, with a total of 588 initiatives.

Digital transformation: The foundation for digital government, digital economy, digital society

In 2025, An Giang considers digital transformation an important pillar in all fields. The province is strongly implementing the Digital Transformation Project 2025 according to Decision 603/QD-UBND, including:

Developing digital technology enterprises, encouraging enterprises in Industrial Parks and Economic Zones to apply digital platforms to optimize production and business.

Organize activities in response to National Innovation Day and National Digital Transformation Day.

Training in digital skills, using VNeID, online public services; popularizing information security skills; testing legal virtual assistants for officials and civil servants.

The province also promotes the application of AI in management to create a breakthrough in work quality and aims to form a platform to support "lifelong learning" for people.

Towards: "Slim - lean - strong, efficient - effective - efficient"

In the coming time, An Giang has identified a number of key tasks: Continuing to perfect institutions, streamlining the apparatus according to the 2-level government model, ensuring smooth operations, and avoiding loss of public assets.

Accelerate the implementation of Project 06, complete "correct - sufficient - clean - alive" data, promote online public services throughout the process.

Improve staff capacity, strengthen public service inspection and examination, and strictly handle shirking of responsibility.

Focus on growth targets, speed up progress of key projects, especially those belonging to the national target and spearhead industries.

With drastic efforts in reform, investment in digital transformation, strengthening social security and implementing national target programs, An Giang is gradually moving towards a sustainable, inclusive and modern development model - where every citizen enjoys better public services, higher quality of life, and more opportunities in the digital economy.
