With the above goals and meanings, the majority of people in the project area in Dong Nai, when asked for their opinions, highly agreed with the project.
The longest belt road in the region
The Ring Road 4 project has been approved in principle by the National Assembly and the Government has issued a resolution for implementation. The entire route is about 207km long, of which the first phase investment length is more than 159km, with a total investment of more than 120 trillion VND. This is the longest and largest belt road in the Southeast region.
In Dong Nai, the project is more than 46km long, with the starting point at Km18+460, Xuan Duong commune (Dong Nai province) and the end point at Km64+540 according to the route, in Thuong Tan commune ( Ho Chi Minh City) passing through 9 communes: Xuan Duong, Xuan Que, Binh An, Dau Giay, An Vien, Hung Thinh, Trang Bom, Binh Minh and Tan An. The project is divided into 2 component projects: Component Project 1-2 is compensation, support, resettlement and construction of service roads, side roads, with a total investment of more than 10 trillion VND from the local budget; Component Project 2-2 builds an expressway under the PPP method, with a total investment of more than 16.2 trillion VND. According to the plan, in 2025, related procedures will be prepared, construction will start in 2026 and be completed, and put into operation in 2029.
Currently, the Project Component 1-2 has completed the step of collecting people's opinions. According to the Provincial Construction Investment Project Management Board, the minimum scale of the residential road is to meet the rural traffic scale of type B or type A to ensure the travel needs of the people. The roadbed is within the planned side road, connected by bridges or underpasses. Particularly, the intersection with National Highway 1 through Hung Thinh commune, an area with high population density, will arrange a level IV plain road with 2 lanes to meet the traffic needs.
Ms. Luu Thi Ha, Vice Chairwoman of the Provincial Vietnam Fatherland Front Committee, said: Belt Road 4 is a key national project, passing through many provinces and cities, including Dong Nai. Organizing conferences to collect opinions from people in the project area is a step in accordance with legal regulations. The Fatherland Front acknowledges the spirit of participation and frank contributions of the people. Ms. Luu Thi Ha requested the Provincial Construction Investment Project Management Board, local authorities and relevant agencies to seriously absorb people's opinions. The Fatherland Front Committees of communes need to continue to grasp people's thoughts and aspirations, propagate and mobilize people to reach high consensus, contributing to speeding up the implementation progress; strengthen supervision of the implementation of related policies for the people.
People highly agree
On November 12, 13 and 14, the Provincial Vietnam Fatherland Front Committee coordinated with the above 9 communes to organize a conference to collect people's opinions on Project Component 1-2. More than 2,500 households attended the conference, giving many enthusiastic and responsible opinions.

At the conference to collect opinions from people in 3 communes: Trang Bom, Binh Minh and Hung Thinh, nearly 700 households attended. The majority of people expressed their agreement with the project implementation policy, believing that the project, when completed, will bring positive impacts to socio-economic development, improve traffic infrastructure, reduce congestion and improve the quality of life.
Mr. Vu Ngoc Truu (residing in Hamlet 4, Trang Bom Commune) expressed: He completely agrees with the policy of opening roads to create new development space. He wishes to be provided with full information about the service road, side road, location, and scale for people to travel conveniently after the Ring Road 4 is formed. He also requested that compensation for land, crops, livestock, and construction works must be public, transparent, and satisfactory to limit the occurrence of complaints and affect social order.
Sharing the same opinion, Ms. Nguyen Thi Ngoc Lan (residing in Hamlet 6, Trang Bom Commune) said: Building a large road is good but it is necessary to ensure access for households living along both sides of the road. Ms. Lan cited: Some large projects in the past, when completed, caused people's farmland to be cut in half but did not arrange suitable access, causing many difficulties. She also hopes to know soon the time for counting, approving compensation plans and paying money to prepare for handing over the site.
In Binh An commune, the project is more than 4.3km long, reclaiming about 33ha of land, with 147 plots of land of 55 affected households. Most people agree because the project has been planned for many years. However, many households requested clarification of compensation time, resettlement support conditions and resettlement locations. Many people want to be arranged new housing near the old location for convenience in livelihood and education; at the same time, they requested that the compensation price be close to the market price and the resettlement area must have completed infrastructure before reclaiming the land to avoid having to rent a house.
In Xuan Que commune, people want the project to be implemented soon; the authorities pay attention to the legitimate rights and interests of people whose land is recovered, including support due to impacts on production and livelihoods. There are opinions requesting attention to the drainage system on the service roads and side roads to avoid flooding and degradation after completion. Contents related to compensation progress, public disclosure of plans and dialogue with people are also of interest.
From the 6 direct consultation sessions and the results of information collection through ballots, it is shown that people have high consensus, many frank and responsible comments for the Ring Road 4 Project. This is an important foundation for the compensation, support, resettlement and construction process to be smooth and transparent. The people's support will contribute to the project's early completion, creating new development momentum for Dong Nai and the entire Southeast region.
