Livelihood support - providing opportunities to escape poverty
Implementing the policy of "giving fishing rods, not fish", in recent years, the province has deployed and maintained many models of helping each other sustainably reduce poverty. In particular, the Women's Union at all levels actively coordinates with departments and branches to support people in accessing preferential loans; people in hamlets and neighborhoods unite, support each other, and regularly support poor, near-poor, and disadvantaged households through funds and start-up capital for production, business, etc.
Hoa Hoi is one of the border communes of the province. To support people in economic development, the commune effectively implements projects and models to support capital and develop production for poor households, households in difficult circumstances, especially ethnic minority households, helping people feel secure in working and producing, gradually developing the economy.
Ms. Sam Huong (residing in Ben Cau hamlet, Hoa Hoi commune) is one of the households with difficult circumstances in the locality. Having no land for production or a stable job, Ms. Huong works as a seasonal employee with an unstable income. Sharing her family's situation, the locality supported her to access preferential loans from the Social Policy Bank to raise breeding cows. "Before, my family was very poor, thanks to the Social Policy Bank's loan, I was able to buy a cow to raise, after 3 years I gave birth to 2 cows. Now the family's economy is better, not as miserable as before" - Ms. Huong shared.
The family of Mrs. Ngo Thi Phieu (residing in Suoi Dam hamlet, Tan Dong commune) also has difficult circumstances. To support the family in developing production, the local government and the Social Policy Bank created conditions for her to borrow policy credit capital to raise cows. Thanks to the low-interest loans and long-term loans, Mrs. Phieu's family feels secure in raising cows. Up to now, her family has risen out of poverty. Mrs. Phieu said: "When we produce or do anything and lack capital, the hamlet guides us to borrow. The hamlet also regularly comes to propagate the efforts to work to have a better life."
According to the Provincial People's Committee, by the end of September 2025, the whole province had disbursed 3,283 billion VND, with 61,034 poor households, near-poor households, newly escaped poverty households and other policy beneficiaries borrowing capital. To date, the total outstanding debt has reached 11,884 billion VND, with 244,160 customers still having outstanding debt. Of which, more than 75,000 women have received loans, amounting to more than 6,000 billion VND. Preferential credit capital has created conditions for people to develop production and business, maintain and create jobs for workers; support students in difficult circumstances to continue studying; improve housing conditions, clean water and rural environmental sanitation;...

In addition to policy credit capital, the functional sectors also integrate it with agricultural and fishery extension work, science and technology transfer, and vocational training for poor and near-poor households, especially women, to increase productivity and income. Thanks to that, the capital source not only promotes economic value but also contributes to social stability, creates solidarity and helps households to overcome difficulties and improve their quality of life.
According to information from the Provincial Women's Union, from the beginning of 2025 to now, the Union at all levels has coordinated to organize vocational training for more than 1,100 female workers in need, with jobs such as bartending, sewing, hairdressing; introduced jobs for more than 2,500 women to work as workers in factories, companies, and industrial clusters in the area, contributing to creating stable income for women.
Through efforts in caring for the poor, social security work has contributed to reducing the poverty rate according to the province's multidimensional approach to 0.65%. Notably, Tay Ninh is among the provinces and cities with the lowest poverty rate in the country.
Continue to accompany women in the border areas

From preferential loans, many households have the conditions to raise livestock and develop the economy.

In order to improve the quality of life of people in border areas, especially women, the Women's Union and the Provincial Border Guard Command coordinated to implement the program "Accompanying women in border areas" in the province's border communes.
With the motto of “Unanimity, creativity, substance, sustainability” under the direction of the Central Committee of the Vietnam Women’s Union and the Border Guard Command, the activities of the Union have mobilized the strength of the community to support, care for and assist women in border areas. Thereby, many models, projects and tasks have been implemented, bringing positive changes to the lives of women in border areas.
Through the program, the Association at all levels also coordinates with functional agencies to regularly organize medical examinations, provide medicine and give free gifts to poor households, households in difficult circumstances, policy families, ethnic minorities in border communes; award scholarships "Bringing children to school - Adopted children of border guards"; award 100 Tet gifts to households of young people, ethnic minority women and children in difficult circumstances; build and donate 4 charity houses;...
The Women's Union of border communes mobilized to support nearly 3,500 gifts and necessities for women and children with a total amount of nearly 4 billion VND; maintained and improved the quality of local organizations, groups, livelihood models, credit and savings. Thereby, creating jobs and increasing income for 100% of members, an average of 4-7 million VND/person/month.
Lieutenant Colonel Nguyen Ngoc Dung - Deputy Political Commissar of the Provincial Border Guard Command, said: Giving gifts to people is a meaningful and practical act, imbued with deep humanity, enhancing the noble qualities of Uncle Ho's soldiers, the image of soldiers in green uniforms in the new era. Thereby, people have the conditions to improve their material life, contributing with the locality to carry out poverty reduction and socio-economic development.
The journey to escape poverty sustainably for ethnic minority women in border areas is not a one-day or two-day journey, but the positive changes in recent times show the effectiveness of the joint efforts of the entire political system. When women are given opportunities and proper support, they will not only escape poverty but also become the subject of development, contributing to maintaining border security and building a new life. That is also the foundation for the border areas to develop sustainably, civilized and rich in identity./.
