Speaking at the meeting, Chairman of An Giang Provincial People's Committee Ho Van Mung acknowledged and highly appreciated the sense of responsibility and the drastic participation of departments, branches and Phu Quoc special zone authorities in the process of implementing tasks to serve the APEC 2027 Conference. He praised the positive results in site clearance work and highly appreciated Sun Group for implementing projects on schedule, demonstrating high determination.

Comrade Ho Van Mung said that through the actual inspection of works and projects, the working group was excited about the clear changes in the construction of the projects. The Chairman of the Provincial People's Committee also acknowledged the effective coordination between the Phu Quoc Special Zone Authority with the Provincial Police and functional agencies in the enforcement and recovery of occupied and encroached land to hand over the construction sites of key projects.

However, the Chairman of the Provincial People's Committee emphasized that there is still a lot of work, requiring agencies and units to focus on continuous implementation, avoiding subjectivity and negligence leading to slow progress. Regarding upcoming tasks, he requested that projects still stuck in procedures urgently complete investment dossiers according to the provisions of law.

Comrade Ho Van Mung especially noted to speed up the investment progress of projects: An Thoi centralized wastewater treatment plant, Duong Dong centralized wastewater treatment plant, Duong Dong 2 water plant, Duong Dong 2 lake... Investors must be proactive and responsible for the progress. At the same time, resettlement areas and APEC boulevard must be urgently deployed to meet the general requirements.

Comrade Ho Van Mung emphasized that the task of serving APEC 2027 is a key political task of the entire system, requiring the synchronous participation of all levels and sectors, and Phu Quoc Special Zone needs to continue to direct and clearly assign responsibilities to ensure the timely completion of construction items serving the conference. Phu Quoc Special Zone needs to pay attention to urban beautification, land management, construction order, etc.

URGENTLY IMPLEMENT PROJECTS

According to the People's Committee of An Giang province, the progress of implementing 21 projects serving the APEC Conference is divided into 2 groups. For the group of public investment projects, the province has issued all 9/9 urgent construction orders, of which 8 projects have been approved for investment and selected contractors.

Regarding the Duong Dong 2 lake project, the local adjustment of the master plan has been approved. The Department of Construction has organized the appraisal and submitted a document approving the zoning plan for the Duong Dong 2 lake area, Phu Quoc special zone at a scale of 1/2000.

Regarding the urban railway project, section 1, the People's Committee of An Giang province has sent a report to the Ministry of Finance, in which it agreed to determine the capital structure because the urban railway project, section 1, is state capital not exceeding 70% of the total investment of the project, and investor capital not less than 30% of the total investment of the project.

In the group of investment projects under the public-private partnership (PPP) and business investment methods, 7 projects have selected project investors, but 2 projects had to cancel the results, continuing to select investors for 6/11 projects; 4 projects are in the process of selecting investors.

On September 24, 2025, the Provincial People's Committee held a groundbreaking ceremony to launch 10 projects serving the APEC 2027 Conference, including: Provincial Road Project DT.975 (Section from DT.973 - Phu Quoc Airport - DT.975 - DT.973); Cua Can Lake Project; Underground technical infrastructure project in Duong Dong area; Underground technical infrastructure project in An Thoi area; Technical infrastructure investment project, digital transformation to build a smart monitoring and operating center for comprehensive management of Phu Quoc; Investment in construction of An Thoi resettlement area; Bai Bon waste treatment plant, An Thoi solid waste treatment plant; Cua Can clean water treatment plant; Bai Bon waste-to-energy plant.

For the remaining projects, according to the direction of the Provincial People's Committee, they will urgently start construction in October 2025. In particular, key projects serving the APEC 2027 Conference such as investment in expanding Phu Quoc International Airport, APEC Conference Center, APEC Avenue will be urgently constructed, ensuring to meet and exceed the schedule.

Regarding site clearance, the Provincial People's Committee has directed sectors and localities to develop plans for land acquisition, compensation, support, resettlement and site clearance; forest inventory and conversion; and establishment of 15 survey teams, development of plans for compensation, support, resettlement and site clearance.

The total estimated demand for construction materials to serve APEC 2027 projects includes: Sand for filling about 16,346,231m ³ ; various types of stone about 4,826,152m ³ ; and earth for filling about 5,214,371m ³ .
