Promoting progress of key national railway projects

Deputy Secretary of the City Party Committee and Chairman of the People's Committee of Hue City, Phan Thien Dinh, presided over the meeting at the Hue City location.

In his opening remarks, Prime Minister Pham Minh Chinh emphasized: "Developing the railway system is one of the key tasks identified in the Resolution of the 13th National Congress of the Party, aiming to remove bottlenecks in the national transport infrastructure system."

The Prime Minister requested that ministries, sectors, and localities carefully assess the progress of implementation, clearly identify difficulties and obstacles, and propose specific solutions. At the same time, they should proactively update and refine the content of the reports for submission to the National Assembly for consideration and inclusion in the resolution.

The head of government requested relevant agencies to focus on perfecting the legal framework related to railway development; accelerate the progress of the Lao Cai - Hanoi - Hai Phong line; review land clearance work for the North-South high-speed railway project; and proactively take a step ahead to facilitate subsequent phases.

Following the Prime Minister's directives, ministries, sectors, and localities discussed and clarified the progress of tasks after the third meeting, especially regarding urban railway projects, the North-South high-speed railway, and the Lao Cai - Hanoi - Hai Phong line.

The discussions focused on the following issues: progress of land clearance, allocation of investment capital, relocation of 110kV and higher power systems, international cooperation in the railway sector, and experiences in developing railway industries and information and signaling systems in other countries.

At the Hue City meeting point, the City People's Committee submitted a proposal to the Ministry of Construction and the Railway Project Management Board requesting the allocation of central government budget funds in 2025 for compensation, support, and resettlement for the North-South high-speed railway project. The total capital requirement for 2025 is 290 billion VND (including 60 billion VND for reimbursement from the city budget); and for 2026: 6,065 billion VND.

Currently, the city has commenced construction on four resettlement areas and a cemetery to serve the project. To accelerate progress, the Hue City People's Committee has advanced 60 billion VND from the local budget and is simultaneously implementing investment procedures for the remaining resettlement areas, cemeteries, markets, and schools, ensuring that construction begins before November 30, 2025.

Hue City also requested the Railway Project Management Board to update the route and station locations (at Phu My and Chan May) to conform with the Provincial Planning and the Thua Thien Hue Urban Master Plan (now Hue City) approved by the Prime Minister. At the same time, they requested the Project Management Board to promptly hand over the site so that the local authorities can determine the boundaries, the number of households to be resettled, and manage the land fund and safety corridor of the project.

Concluding the meeting, Prime Minister Pham Minh Chinh acknowledged the efforts of ministries, sectors, and localities in fulfilling their assigned tasks; and commended the units that proactively mobilized and arranged capital for the two key projects: the Lao Cai - Hanoi - Hai Phong expressway and the North-South high-speed railway.
The Prime Minister also highly appreciated Ninh Binh province's approach to land clearance work and suggested that other localities refer to and learn from it to apply it flexibly and effectively.

The Prime Minister requested the Ministry of Construction, in coordination with the Ministry of Science and Technology, to urgently finalize and publish 37 Vietnamese Standards (TCVN) on high-speed railways – based on the standards of the International Organization for Standardization (ISO) – by October 2025, as a basis for implementing the next steps of the project.
