In his opening speech, Prime Minister Pham Minh Chinh emphasized: “Railway development is one of the key tasks identified in the Resolution of the 13th National Party Congress, aiming to remove bottlenecks in the national transport infrastructure system.”
The Prime Minister requested ministries, branches and localities to carefully assess the implementation progress, point out difficulties and obstacles and propose specific solutions. At the same time, they need to proactively update and complete the report content to submit to the National Assembly for consideration and addition to the resolution.
The head of the Government requested relevant agencies to focus on completing the legal framework related to railway development; speed up the progress of the Lao Cai - Hanoi - Hai Phong route, review site clearance for the North - South high-speed railway project; and proactively take a step ahead to facilitate the next stages.
Based on the Prime Minister's direction, ministries, branches and localities discussed and clarified the implementation of tasks after the third meeting, especially for urban railway projects, the North-South high-speed railway and the Lao Cai-Hanoi-Hai Phong route.
The discussion focused on the following issues: Site clearance progress, investment capital arrangement, relocation of 110kV and above power systems, international cooperation in the railway sector, experience in developing railway industry and information and signaling systems of other countries.
At the Hue City bridge, the City People's Committee has submitted a document to the Ministry of Construction and the Railway Project Management Board requesting the allocation of central budget capital in 2025 for compensation, support, and resettlement to serve the North-South high-speed railway project, with a total capital demand in 2025: 290 billion VND (of which 60 billion VND is refunded to the city budget); in 2026: 6,065 billion VND.
Currently, the city has started construction of 4 resettlement areas and cemeteries to serve the project. To speed up the progress, the People's Committee of Hue City has advanced 60 billion VND from the local budget, and at the same time implemented investment procedures to build the remaining resettlement areas, cemeteries, markets, and schools, ensuring construction starts before November 30, 2025.
Hue City also requested the Railway Project Management Board to update the route and station locations (in Phu My and Chan May) to be consistent with the Provincial Planning and the General Urban Planning of Thua Thien Hue (now Hue City) approved by the Prime Minister. At the same time, the Project Management Board was requested to promptly hand over the site so that the locality could determine the boundaries, the number of resettled households, manage the land fund and the safety corridor of the project.

Concluding the meeting, Prime Minister Pham Minh Chinh acknowledged the efforts of ministries, branches and localities in performing assigned tasks; at the same time, commended units that proactively mobilized and arranged capital sources for two key projects: Lao Cai - Hanoi - Hai Phong and the North - South high-speed railway.
The Prime Minister also highly appreciated Ninh Binh province's approach in site clearance and site clearance work, and suggested that localities refer to and learn from it to apply it flexibly and effectively.
The Prime Minister requested the Ministry of Construction to coordinate with the Ministry of Science and Technology to urgently complete and promulgate 37 Vietnamese Standards (TCVN) on high-speed railways - based on the standards of the International Organization for Standardization (ISO) - in October 2025, as a basis for implementing the next steps of the project.
