
The meeting was held online, connecting the Government headquarters to coastal provinces and cities. Prime Minister Pham Minh Chinh chaired the meeting. Attending the meeting at the Lam Dong branch were Mr. Le Trong Yen, Standing Vice Chairman of the Provincial People's Committee, along with leaders of departments, agencies, and coastal localities.
In Lam Dong province, the management of fishing vessels is being strictly implemented. As of December 5, 2025, the number of registered fishing vessels was 8,213, a decrease of 2 vessels compared to the previous week (8,215 vessels); the number of vessels that have updated the national database on population (VneID) was 8,115 vessels out of 16,614 cases (reaching 98.76%); there were no fishing vessels that did not meet the registration requirements; the number of licensed fishing vessels was 7,447 out of 8,213 vessels (reaching 100% of eligible vessels and 90.7% of the total number of registered fishing vessels); 766 fishing vessels that did not meet the licensing requirements were an increase of 25 vessels compared to the previous week (741 vessels), and these have been strictly monitored and controlled by local authorities to prevent them from departing.

Over the past week, Lam Dong province has actively carried out the work of disseminating and popularizing laws, promoting and regularly implementing them; contributing to raising awareness and compliance with the law among fishermen and businesses. 100% of the registration, inspection, and issuance of fishing licenses for eligible fishing vessels have been completed.
At the same time, statistics and classification of unqualified items have been made, and localities have been assigned to monitor and strictly control them, not allowing them to leave the port for exploitation.
Law enforcement has been strengthened, especially the completion of verification and handling of fishing vessels that lost VMS connection from 2024 to present and the handling of the case of the province's fishing vessel violating foreign waters.

Speaking at the meeting, Prime Minister Pham Minh Chinh requested that ministries, agencies, and localities implement a dual objective: Firstly, by December 15th, they must complete the verification and clarification of the European Commission's (EC) report on the number of fishing vessels violating IUU (Illegal, Unreported, and Unregulated) fishing regulations; assess the causes, clearly identify the actions of any violating fishing vessels (if any), and handle them strictly.
The second is to restructure the fisheries industry, restructure the team, fleet, fishermen, and labor force towards legal fishing and strengthen cooperation with neighboring countries to exploit aquatic products.

On that basis, review the EC's requirements, the reported data must be accurate, the Ministry of Agriculture and Environment, as the governing ministry, needs to have a unified and appropriate set of solutions and require the Ministry to fully report to the Government on the EC's recommendations no later than December 15.
The Prime Minister emphasized that this is a crucial political task that must be resolved definitively this year. Local authorities, from the provincial level to the grassroots, along with the people, must actively cooperate and participate more decisively, synchronously, and urgently to fully meet the EC's recommendations as soon as possible.
