The Standing Committee of Hai Phong City Party Committee assessed that although it was significantly affected in the process of organizing and operating the two-level local government, the city's public investment disbursement progress was always higher than the national average, higher than the same period and was closely directed to handle bottlenecks.

However, the disbursement volume from now until the end of January 2026 is still very large to complete the target of disbursing 100% of public investment capital. Meanwhile, accelerating the progress of public investment disbursement is of great significance in contributing to promoting the city's economic growth, striving to reach 12.35% in 2025.

To remove obstacles and focus on completing the public investment disbursement target in 2025, the Standing Committee of the Hai Phong City Party Committee requested Party committees at all levels, authorities and relevant agencies and units to seriously, urgently and resolutely lead and direct the effective implementation of a number of key tasks.

The Party Committee of the City People's Committee directed the disbursement to achieve 100% of the capital plan assigned by the city in 2025; at the same time, thoroughly grasp and seriously and fully implement the policies and directions of the Central Government on the allocation and disbursement of public investment capital; identify the disbursement of public investment capital as the top important political task, which needs to be prioritized in leadership, direction and implementation.

The Party Committee of the City People's Committee focuses on implementing flexible, creative, timely and effective solutions to drastically promote the allocation and disbursement of public investment capital, especially for key projects and works, projects with large capital plans for 2025, proactively transferring capital from slow-disbursing projects to projects with good disbursement and in need of additional capital.

Focus on promptly and effectively removing difficulties and obstacles in projects, especially for key public investment projects and projects with large and widespread impacts. Speed up disbursement while ensuring the quality of works and projects, avoiding negativity, loss and waste.

Assign the leaders of the City People's Committee to closely direct departments, branches, localities and investors to focus on accelerating the progress of project implementation. Strengthen guidance, inspection, supervision and urging to accelerate the progress of public investment projects.

Notably, the Standing Committee of the Hai Phong City Party Committee requested strict handling according to the law of organizations and individuals who intentionally cause difficulties, obstruct, and delay the progress of capital allocation, implementation, and disbursement of public investment capital.

The Standing Committee of the City Party Committee requested to improve and promptly replace weak and incompetent officials and civil servants. Resolutely handle violations, negativity and corruption in public investment management. Strengthen inspection and control of the capacity of contractors and supervision consultants and have appropriate forms of encouragement and rewards for units that perform well.

The City People's Council Party Committee strengthens direction and supervision over the allocation, adjustment and disbursement of public investment capital; site clearance work in localities and units implementing public investment projects.

The Party Secretaries and Chairmen of the People's Committees of communes, wards and special zones clearly identified and further promoted the role and responsibility in implementing the site clearance work for projects in the area, resolutely not letting the implementation of the two-level local government affect the progress of site clearance and disbursement of public investment capital, strictly handling according to regulations cadres who do not properly perform or are irresponsible in performing their assigned duties and responsibilities; taking full responsibility before the City Party Committee and People's Committee for the site clearance work for projects in the area.

Investors are responsible for progress, construction quality, and payment procedures. The Department of Finance and the State Treasury provide maximum support for disbursement and payment procedures.

The City Party Committee's Inspection Commission strengthens inspection, supervision and strictly handles responsibilities of leaders, collectives and individuals under its authority who violate regulations on removing difficulties and obstacles, speeding up implementation progress and disbursement of public investment capital.

The City Fatherland Front Committee, grassroots and member organizations actively mobilize and educate union members, association members and people to strictly comply with the law, especially the law on public investment, land, resources and site clearance.

The City Party Committee's Propaganda and Mass Mobilization Commission directed information, media and press agencies to continue promoting propaganda work, enhancing the grasp of information and public opinion; advising and directing members of the City Steering Committee 35 to strengthen the fight against and refute erroneous and hostile viewpoints, especially distorted information about policies and guidelines related to site clearance.

Members of the Standing Committee of the City Party Committee periodically or unexpectedly work with localities and assigned units to urge implementation, report to the Standing Committee of the City Party Committee any problems for timely resolution; and are responsible to the Standing Committee of the City Party Committee for the implementation results at assigned units.

The City Party Committee's Organizing Committee advises on disbursement results as an important basis for evaluating the emulation rankings of departments, branches, localities, and units at the end of 2025.

The Standing Committee of Hai Phong City Party Committee requested to lower the year-end assessment ranking by 1 level in case of failure to complete tasks under the responsibility of the unit or locality.
