As of late morning on October 28, most of the city's localities had lost power, except for some high places that had not been flooded. Many places had 100% power outage, such as Kim Tra ward. The reason was that Hue Electricity Company (PC Hue) proactively cut off power temporarily to prevent electrical accidents during the flood.
“Power outages will affect people's lives, however, prevention to ensure human safety is still the top priority, so the Company has directed its affiliated Power Management Teams to check and reduce load (proactively stop power supply) in deeply flooded areas, ensuring absolute safety for people's lives,” said Mr. Nguyen Dai Phuc - Director of PC Hue.
According to Mr. Phuc, it is difficult to give a specific time for the resumption of electricity, especially in low-lying areas. “In this matter, the Electricity Department is almost passive because it depends on how quickly the water recedes. The optimal solution at the present time is that the Electricity Department is mobilizing forces to check and monitor the water level. If it is found that the water has receded to a safe level (electricity), it will quickly re-connect the electricity to serve the people,” said the Director of PC Hue.
Currently, PC Hue's shock teams are continuously checking power lines and transformer stations in vulnerable areas; clearing and handling situations of fallen trees and flooded electric poles.
Regarding electrical safety inspection, on the morning of October 28, while checking the power grid amid heavy rain and deep floodwaters in the Tran Phu street area (Thuan Hoa ward), PC Hue promptly assisted a female patient going from the Southern bus station to Hue Central Hospital for emergency treatment.

Because many roads in the area were deeply flooded, ambulances could not access, power workers quickly assisted in transporting the patient across the flooded area, and at the same time contacted the Thuan Hoa Ward Police to coordinate in transporting the patient by boat to the hospital safely.
In addition to the above case, on the way to the inspection, the PC Hue force supported many cases to escape from deep flooded areas and move to safety by specialized cars of the industry; supported accommodation for many elderly people, women with young children and students; coordinated with the government and functional forces to support Thuan Hoa Medical Center to move vaccines and medical equipment to high places.
“The headquarters of the Electricity Management Teams and the Company’s guest house still have space with full facilities. People can come to charge their phones and stay for free if needed,” said Mr. Phuc.
