Power lines are 'hindering' the progress of the project to upgrade and expand provincial road DT.753.

The project to upgrade and expand provincial road DT.753 is expected to be completed and put into use by the end of this year.

However, the project's progress is being severely affected by obstacles in relocating power lines. While relevant departments and agencies are anxiously urging the power company to expedite the relocation, the power sector is requesting the province to allocate funds.

The project to upgrade and expand Provincial Road 753 and build the Ma Da Bridge connecting Long Thanh International Airport (Dong Nai province) and Cai Mep - Thi Vai Port ( Ba Ria - Vung Tau province) was approved by the People's Committee of Binh Phuoc province (now Dong Nai province) in Decision No. 2118/QD-UBND dated December 27, 2023. The upgrade and expansion of Provincial Road 753, with a length of over 13km and a total investment of 480 billion VND, officially commenced in December 2024. As a key project of the province, relevant agencies focused on implementation immediately after the commencement. The local people generally agreed with the government's policy and were ready to hand over the land to ensure the project was completed and put into use as soon as possible.

In less than 10 months of construction, the project has reached approximately 70% completion. However, according to the investor, the biggest challenge at present is not the construction progress but rather the difficulty in relocating 140 medium-voltage and 277 low-voltage power poles to hand over the site to the construction units.

Mr. Do Van Tan, residing in Cay Cay village, Tan Loi commune, Dong Nai province, stated that his family and local residents fully agree to handing over the land for the expansion of the DT.753 road. “My house has over 100 meters of frontage obstructing the road. Recently, the local authorities requested me to move my gate for road construction, and I happily complied. If the government continues to request my family to hand over more land to relocate power lines later, my family is ready; we will move as the construction progresses, happily complying,” Mr. Tan said.

According to Mr. Tan, most residents agree with the proposed plans and facilitate the handover of land to the investor, but local people are wondering why the road construction and relocation of power poles are still delayed.

Similarly, Mr. Vo Thanh Hoang from Suoi Nhung village, Tan Loi commune, Dong Nai province, also agrees with the government's proposed solutions for handing over land to relocate power poles for the upgrading and expansion of the DT.753 road. According to Mr. Hoang, his family had already handed over a considerable amount of land and rubber trees when the three-phase power line was being built. Now that the government intends to continue the relocation, he and the local people are in strong agreement.

With strong public support and accelerated implementation by provincial leaders and investors, the project faces a looming risk of delays due to the inability to relocate power lines. Facing the potential impact of delays on the quality of certain components and traffic safety issues along the route, the leaders of Binh Phuoc province and relevant departments have held numerous meetings and discussions, requesting the power company to report on and organize the relocation of existing medium-voltage power lines to facilitate project construction.

However, according to official document No. 3078 dated May 26, 2025, Mr. Le Tan Quang, Director of Binh Phuoc Power Company, stated that the power infrastructure on the DT.753 route originated from the Tan Phuoc Commune Power Supply Project, Dong Phu District, Binh Phuoc Province, part of the Southern Rural Energy Project, funded by a WB loan, which was completed and put into operation in 2002. The 22kV power line supplying electricity to the Silicon Ore Processing Plant was constructed additionally and runs on the existing power poles of the Tan Phuoc Commune Electrification Project. Therefore, to relocate the power grid, Binh Phuoc Power Company requests the Binh Phuoc Provincial Investment and Construction Project Management Board to consider and advise the Binh Phuoc Provincial People's Committee to allocate funds for the relocation of the power grid.

Speaking with a reporter from the Vietnam News Agency (TTXVN), Mr. Duong Van Hieu, Deputy Director of the Department of Construction of Dong Nai province, said that regarding the urgent relocation of power lines on the DT.753 route, the leaders of the Dong Nai Provincial People's Committee have assigned the Department of Industry and Trade to take the lead in coordinating with the investor and relevant units to advise the Provincial People's Committee on resolving the issue. Through monitoring, the Department of Industry and Trade has also worked with relevant sectors to resolve difficulties and obstacles related to the relocation of medium-voltage power lines as soon as possible, in order to facilitate the acceleration of the project's progress.

According to the latest document from the Department of Industry and Trade of Dong Nai province sent to the Southern Power Corporation and Dong Nai Power Company on September 10, 2025, the department believes that relocating the power lines on the DT.753 route is the responsibility of the power company. This is because the medium-voltage power line system on the DT.753 route was built by Binh Phuoc Power Company (now Dong Nai Power Company) based on Agreement No. 876/S.GTVT-GT. In this document, Binh Phuoc Power Company committed to: "quickly relocating or renovating the structure without compensation" when the State needs to use the land. Therefore, Dong Nai Power Company is responsible for inheriting this obligation.

Therefore, the Department of Industry and Trade of Dong Nai province requests Dong Nai Power Company and Southern Power Corporation to urgently develop a plan and allocate funds to relocate all existing power infrastructure within the project's construction area. They must also bear all resulting costs as previously agreed.
