On the afternoon of September 24, Prime Minister Pham Minh Chinh, Head of the Government Steering Committee on Science , Technology Development, Innovation, Digital Transformation and Project 06, chaired the fourth meeting of the Steering Committee.
Since the beginning of the year, national science and technology, innovation, and digital transformation have developed strongly, achieving many important results. In particular, digital infrastructure has received focused investment and development.
In the first eight months of the year, the digital technology industry generated revenue exceeding 3.2 trillion VND, an increase of over 28%. Nearly 400 medical facilities connected to the system, processing over 2.5 million electronic medical records, and over 2.6 billion electronic invoices were issued. More than 890 administrative procedures and 222 business conditions were streamlined and simplified.
On behalf of the Government, Prime Minister Pham Minh Chinh respectfully thanked the Politburo and the Secretariat for their close and decisive guidance, especially General Secretary To Lam and other Party and State leaders; and at the same time acknowledged, highly appreciated, and commended the efforts of ministries, sectors, and localities in implementing Resolution 57 and Project 06, as well as the solidarity, support, and active participation of the people and businesses, which have made important contributions to the development of science and technology, innovation, and digital transformation.

In addition, the Prime Minister also frankly pointed out some shortcomings and limitations and their causes, the biggest and most important of which is the inadequate attention, guidance, and management of leaders in some areas, resulting in slow task implementation.
Regarding the next steps, the Prime Minister first emphasized the course of action and three basic objectives from now until the end of the year.
"The guiding principle for future action is to accelerate progress, achieve breakthroughs; be proactive and effective; be timely and synchronized; ensure interconnectedness; maintain information security; and ensure the people benefit. Regarding objectives, uncompleted goals must be completed; and completed goals must be improved more effectively, with higher quality and better results. The goal is to implement 80% of administrative procedures in the digital environment by 2025; and to ensure the synchronized, smooth, and efficient operation of all three levels of government, from the central to provincial and grassroots levels, from now until the end of the year," Prime Minister Pham Minh Chinh demanded.
The Prime Minister emphasized six general tasks: all ministries, sectors, and localities must focus on completing their databases, finishing no later than the fourth quarter, with the spirit of "accurate, complete, clean, and functional," unified and shared from the central to the grassroots level; completing a transparent and development-oriented institutional framework to serve the people; and completing a seamless, modern, and shared infrastructure, especially at the grassroots level, communes, wards, and special zones. If existing systems are outdated, unusable, or not interconnected, they must be restructured for new, synchronized investment, with the motto of prioritizing the common good and preventing corruption and negative practices.
The Prime Minister also requested the Ministry of Interior to review and allocate sufficient human resources for digital transformation, especially at the grassroots level; to promote the "Digital Literacy Movement" launched by General Secretary To Lam; to leverage the role of community groups, "going door-to-door, checking every person"; and to ensure information and database security and safety at all times, in all places, and for all people; and to complete the tools for measuring, monitoring, and evaluating the performance of ministries, sectors, and localities by September.
Along with general tasks, Prime Minister Pham Minh Chinh assigned many specific tasks to each ministry and sector to urgently complete the construction of the national land database; establish a real estate and housing exchange; strengthen information security and safety; and continue to reduce and simplify administrative procedures, creating maximum convenience for people and businesses.
