The document bears a forged seal of the Ministry of Interior.
The Center for Overseas Labor has just released information about impersonation and fraudulent activities involving the illegal collection of money from workers going to work in South Korea.
Accordingly, taking advantage of the high demand for work in South Korea, the scammers released "departure notices" with forged stamps and signatures of leaders from the Ministry of Interior, demanding that workers pay fees to illegally collect money.
Specifically, the document, forged with the signature of Deputy Minister of Home Affairs Nguyen Manh Khuong, was sent to ICO International Manpower Joint Stock Company, notifying them of the list of workers departing on January 3, 2026, and requesting them to pay 690 USD for airfare, 450,000 VND for clothing, 59 USD for security screening fees at the airport, and passenger service fees at Tan Son Nhat International Airport…
The Center for Overseas Labor affirms that this is not a document issued by the Center for Overseas Labor, and the list of workers does not appear in the database of workers registered to participate in the non-profit programs implemented by the Center for Overseas Labor.
Official information is publicly and fully published by the Center for Overseas Labor on the websites of: the Center for Overseas Labor – Ministry of Interior: colab.moha.gov.vn and the Department of Overseas Labor Management – Ministry of Interior: dolab.moha.gov.vn.
Overseas Labor Center informs workers to know and avoid the above behaviors of scammers.
In cases where workers have been defrauded of money illegally, they are requested to report the incident to the police and simultaneously inform the Center for Overseas Labor to coordinate verification and clarification.
According to statistics, in the first 10 months of 2025, the total number of Vietnamese workers going to work abroad was 128,044, reaching 98.5% of the 2025 plan. Of these, key, traditional markets maintained a stable number of workers, with Japan leading, followed by Taiwan (China) and South Korea, alongside several European markets such as Germany, Romania, and Hungary.
It is estimated that by the end of 2025, the number of Vietnamese workers going to work abroad will reach 650,000, achieving 130% of the plan for the 2021-2025 period (the plan for the 2021-2025 period was to send 500,000 Vietnamese workers abroad under contract).
