Health insurance funds cover screening, diagnosis, and early treatment of certain diseases.

(Chinhphu.vn) - On the morning of December 11, under the chairmanship of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly passed a Resolution on a number of breakthrough mechanisms and policies for the protection, care and improvement of people's health.

The results of the vote approved the National Assembly Resolution on some breakthrough mechanisms and policies for the protection, care, and improvement of people's health.

With 431 out of 433 attending delegates voting in favor (representing 91.12% of the total number of delegates), the National Assembly passed a Resolution on some breakthrough mechanisms and policies for the protection, care, and improvement of people's health.

The resolution consists of 9 articles; it will take effect from January 1, 2026.

Increase the percentage and level of reimbursement for medical examination and treatment costs under health insurance.

Earlier, presenting a summary report on some major issues in explaining, receiving feedback, and revising the draft Resolution, Minister of Health Dao Hong Lan stated that the draft Resolution comprises three main policy groups: expanding healthcare benefits and reducing medical costs for citizens; salary and allowance policies for healthcare workers; and solutions regarding land, taxes, and finance.

The policy groups have been researched, refined, and incorporated the opinions of National Assembly deputies to the maximum extent by the drafting agency. At the same time, they have further concretized some contents of Resolution No. 72-NQ/TW of the Politburo on some breakthrough solutions in protecting, caring for, and improving the health of the people (Resolution No. 72).

Firstly, regarding the policy group on reducing healthcare costs for the people, in addition to revising to ensure the consistency and uniformity of the legal system with regulations related to periodic health check-ups or free screening, the draft Resolution has added regulations to increase the rate and level of reimbursement for medical examination and treatment costs, health insurance, and costs for screening, diagnosis, and early treatment of certain diseases and priority groups.

Specifically, those participating in health insurance who are members of near-poor households; and elderly people aged 75 and above who are receiving social retirement benefits are entitled to 100% coverage of medical examination and treatment costs within the scope of their health insurance coverage.

Increase the benefit rate within the scope of health insurance coverage for those covered under social policies, vulnerable groups, low-income individuals, and other priority groups. The health insurance fund will cover screening, diagnosis, and early treatment of certain diseases.

Implement a policy of waiving basic hospital fees within the scope of benefits for health insurance participants, following a roadmap consistent with the country's socio-economic development, the health insurance fund's balancing capacity, and the increase in health insurance contributions.

The pilot program aims to diversify health insurance packages, offer a variety of health insurance service types, and provide supplementary health insurance based on the needs of eligible individuals.

Secondly, regarding the policy on salaries and allowances for healthcare workers, in addition to clarifying the scope of the policy, which mainly applies to those working at commune-level health stations, preventive health facilities, and those working in the fields of psychiatry, forensic medicine, forensic psychiatry, resuscitation, and pathology; the Draft Resolution has added a provision that, from the date the Resolution takes effect, medical doctors, traditional medicine doctors, dentists, preventive medicine doctors, and pharmacists who have been recruited and are currently receiving a first-level salary will be moved to the second-level salary. This is a groundbreaking provision in salary policy that aligns with the training process of healthcare workers and demonstrates the concern of the Party, the State, and the National Assembly for the healthcare sector.

Thirdly, regarding land and tax policies, based on the opinions of the National Assembly Standing Committee, the Culture and Social Affairs Committee, and the opinions of National Assembly deputies, the draft Resolution has added regulations on forms of attracting social resources in the health sector; and regulations allowing health facilities to decide on the level of allocation to supplementary income funds. These are extremely important regulations, creating a legal framework for mobilizing and attracting resources for health activities, as well as creating conditions for public health facilities to ensure quality human resources to serve the care, protection, and improvement of people's health.

Besides deepening the policy groups already submitted by the Government to the National Assembly, the draft Resolution also includes three additional policy groups concerning the safety of healthcare workers at medical facilities; recruitment in the healthcare sector when hiring civil servants at commune-level health stations to enhance the attraction of human resources to work in grassroots healthcare; and digital transformation and international cooperation in the healthcare sector.
