
Attending the Congress were: General Nguyen Trong Nghia, Member of the Political Bureau, Secretary of the Central Committee of the Communist Party of Vietnam, Head of the General Political Department of the Vietnam People's Army; members of the Central Committee of the Communist Party of Vietnam, Deputy Ministers of National Defense: General Nguyen Tan Cuong, Chief of the General Staff of the Vietnam People's Army; Lieutenant General Vu Hai San; Lieutenant General Nguyen Truong Thang; Lieutenant General Nguyen Quang Ngoc; Lieutenant General Nguyen Van Gau; Lieutenant General Le Duc Thai; Bui Quang Huy, Alternate Member of the Central Committee of the Communist Party of Vietnam, First Secretary of the Central Committee of the Youth Union; Vietnamese Heroic Mothers, Heroes of the People's Armed Forces; and representatives from units inside and outside the military.

In his opening remarks at the Congress, General Nguyen Trong Nghia stated: Our country is entering a new stage of development with major strategic goals and the aspiration to build Vietnam into a developed, high-income nation, coinciding with the 100th anniversary of the nation's founding. In this context, the youth of the entire country in general, and the Army Youth in particular, are facing many opportunities and advantages to contribute and grow, while also confronting new difficulties and challenges, requiring the highest level of political acumen, intelligence, and pioneering and creative spirit.

Therefore, the Congress is of particular importance, aiming to continue to thoroughly understand and implement the Party's guidelines and policies, and the State's laws on Youth Union work and youth movements, especially the Resolution of the 12th Congress of the Party Committee of the Army. Through this, it aims to orient and motivate the youth of the entire army to be "loyal, resolute, innovative, creative, proactive, courageous, worthy of being called Ho Chi Minh's soldiers in the new era," contributing to building and firmly defending the socialist Vietnamese Fatherland.

Delegates heard reports on the results of the first session and a summary of the Political Report presented to the Congress. The report included the following passage: "Over the past three years, under the leadership and guidance of the Central Military Commission, the Ministry of National Defense , the General Political Department, and the Central Youth Union, the work of the Youth Union and the youth movement in the Army has developed comprehensively and in depth, achieving many important results, successfully completing, and in some aspects outstandingly fulfilling, the goals and targets of the Action Program set by the 10th Youth Union Congress."

Notably, this includes the synchronized and effective implementation of three breakthroughs; the successful execution of propaganda, education , and training of cadres and youth union members; and the "Army Youth Cultivating Virtue, Developing Talent, Taking the Lead, Being Creative, and Worthy of Being Called Ho Chi Minh's Soldiers in the New Era" movement, as well as movements launched by the Central Youth Union in conjunction with the emulation movement for decisive victory of the entire army and the "Promoting Traditions, Contributing Talents, and Worthy of Being Called Ho Chi Minh's Soldiers" campaign in the new era.

The work of building the Youth Union and the Youth Union's participation in Party building has been strengthened, contributing to building exemplary, clean, and strong Party organizations and exemplary, comprehensively strong units. Coordination and fraternal relations within the Youth Union's activities have been continuously strengthened and expanded. Defense diplomacy tasks have been implemented effectively...

Speaking at the Congress, General Phan Van Giang acknowledged, highly appreciated, and warmly commended the great achievements and contributions of the Army Youth in recent years, especially during the 2022-2025 period.
Noting that the 2025-2030 term is the time to implement the policy of building a revolutionary, regular, elite, and modern army and a strong, modern national defense with many new and higher requirements, General Phan Van Giang requested Party committees and commanders at all levels throughout the army to strengthen leadership and guidance for the Army Youth to effectively implement the "2 offensives, 2 readinesses".

In this context, the "two spearheads" are: spearheading the successful fulfillment of the Army's political tasks; and spearheading the successful implementation of revolutionary action movements by youth. Regarding the first point, Party committees and commanders at all levels need to lead and direct the thorough understanding of resolutions, directives, and regulations of the Party, the Central Military Commission, the Ministry of National Defense, the tasks of the revolution, military and national defense tasks, and the tasks of the units among Youth Union members and young people. They must consistently do a good job of political education, ensuring that each Youth Union member and young person possesses strong character, unwavering will, high responsibility, and is ready to accept, successfully complete, and excel in all assigned tasks.

Regarding the second key area of focus, youth organizations throughout the military must continue to promote the building and enhancement of the revolutionary, regular, and elite nature of the Army, taking the lead in building a modern army; youth union members must be passionate about learning, exploring, and researching science, mastering new and modern technologies. Every officer, union member, and young person must become a true "digital soldier," producing more and more initiatives and inventions that are useful in practical training, learning, and work.
Regarding the "2 Ready" principle, General Phan Van Giang suggested that the youth of the entire army should always be ready to undertake difficult and new tasks, possess a progressive spirit, and not falter in the face of difficulties, hardships, and dangers, especially in the face of increasingly complex non-traditional security challenges; ready to be present in remote areas, border regions, islands, and difficult areas to contribute to helping the people develop the economy and society, build and strengthen the political system at the grassroots level, especially to build and strengthen the all-people national defense, the all-people national defense posture linked with the all-people security, the all-people security posture and a solid "people's hearts and minds" posture.

The Congress set forth 10 targets and tasks for the 2025-2030 period. Notably, these include: 100% of officers and youth union members registering to participate in the "Army Youth 3 Pioneers for Victory" movement; by 2030, 100% of youth union organizations in the military applying digital transformation to their activities; annually, 100% of youth union organizations at all levels launching movements and mobilizing young people to participate in volunteer activities for the community, economic, cultural, and social development, and disaster and epidemic relief; and 100% of officers and youth union members benefiting from activities supporting the improvement of foreign language skills and international integration...

Along with that, the Congress identified three breakthroughs for the 2025-2030 period, including: strengthening the cultivation of revolutionary ideals and aspirations for contribution, and raising the sense of responsibility of cadres and youth union members to contribute to building a revolutionary, regular, elite, and modern army; spearheading the effective implementation of training, education, and combat readiness tasks; building a regular system, raising awareness of law and discipline compliance, and ensuring safety; and promoting research and development of science and technology, innovation, and digital transformation.
