Voters have requested investment in infrastructure, equipment, and increased staffing for the commune health station.

Voters have petitioned relevant agencies to allocate resources for upgrading medical facilities and equipment, and to strengthen the workforce with qualified professionals at commune health stations, in order to ensure they meet the requirements of their tasks, improve the quality of primary healthcare and public health services at the grassroots level.

On December 10th, the Ministry of Health responded to a petition from voters in Quang Ngai province submitted before the 10th session of the 15th National Assembly, reflecting on the current difficulties faced by many commune health stations regarding infrastructure, medical equipment, and a shortage of grassroots medical staff.

Many commune health stations are dilapidated and have not received investment for upgrading after the reorganization.

The Ministry of Health announced that it had received Official Letter No. 10822/VPCP-QHĐP from the Government Office regarding the response to voters' petitions prior to the 10th Session of the 15th National Assembly.

Voters in Quang Ngai province reflected: “The reorganization of the grassroots healthcare system, especially the arrangement and consolidation of commune, ward, and town health stations under the People's Committees at the commune level, in accordance with the spirit of the summary of Resolution No. 18-NQ/TW of the Central Committee, has contributed to enhancing the role, position, and scale of operation of grassroots healthcare, better meeting the primary healthcare needs of the people. However, many commune health stations still face difficulties in terms of infrastructure, equipment, and personnel. Many health stations are dilapidated and have not been upgraded after the reorganization; medical equipment is still lacking and outdated; the grassroots healthcare staff is small, has not received regular training and professional development, and does not meet the requirements of the tasks in the new situation.”

Based on these observations, voters in Quang Ngai province requested the Government to direct the Ministry of Health, the Ministry of Finance, and relevant agencies to allocate resources to upgrade medical facilities and equipment, and strengthen the workforce with professional qualifications for commune-level health stations, in order to ensure that they meet the requirements of their tasks, improve the quality of primary healthcare and health care for the people at the grassroots level.

The Ministry of Health is implementing the "Investment Program for the Development of the Primary Healthcare Network in Disadvantaged Areas".

Responding to voters' petitions regarding this matter, on December 10th, Minister of Health Dao Hong Lan stated that, concerning the investment in upgrading medical facilities and equipment at commune health stations, the Ministry of Health is currently implementing the "Investment Program for the Development of the Primary Healthcare Network in Difficult Areas," using funds from the Asian Development Bank (ADB) to support a number of commune health stations in project provinces in upgrading essential and synchronized medical infrastructure and equipment.

In addition, the Ministry of Health is developing and submitting to competent authorities for approval the investment plan for the National Target Program on Health Care, Population and Development for the period 2026-2035. The program aims to strengthen the capacity of the grassroots health system, innovate the model of primary healthcare, develop preventive medicine, and improve the quality of health services.

"It is expected that 34 provinces and cities nationwide will benefit, thereby contributing to addressing the issue of dilapidated infrastructure, lack of equipment, and improving the service delivery capacity of commune health stations," Minister Dao Hong Lan said.

Regarding the responsibility for investing in infrastructure for commune health stations, the head of the health sector stated that, according to current legal regulations, commune health stations are public service units directly under the People's Committee at the commune level. Decisions on investment and upgrading of infrastructure fall under the authority of the People's Committee at the commune level and the People's Committee at the provincial level, implemented according to Government Decree No. 120/2020/ND-CP dated October 7, 2020, regulating the establishment, reorganization, and dissolution of public service units, and Government Decree No. 283/2025/ND-CP dated October 31, 2025, amending and supplementing some articles of Decree No. 120/ND-CP, and other relevant legal documents.
