According to information from the Ministry of Health , construction is progressing rapidly on the second facility of Bach Mai Hospital and Viet Duc Friendship Hospital (Ninh Binh province), with the construction phase expected to be inaugurated on December 19th.
According to Deputy Minister of Health Le Duc Luan, the above results were achieved thanks to the decisive direction of the Government through Resolution No. 34/NQ-CP on mechanisms and solutions to address difficulties and obstacles in the investment project to build the second facility of Bach Mai Hospital and the investment project to build the second facility of Viet Duc Friendship Hospital; the close and responsible management and supervision of the leaders of the Ministry of Health and relevant ministries and sectors; and the construction work carried out with practical and feasible solutions based on reality, which quickly completed the investment and construction.
"The decision to invest in the second phase of Bach Mai Hospital and Viet Duc Friendship Hospital is in line with the general policy on healthcare for the people, especially bringing high-quality medical services closer to the people and reducing the burden on central-level hospitals," Deputy Minister Le Duc Luan emphasized.
Completion is underway…
According to the Ministry of Health, in order to inaugurate and partially put the facility into use on December 19, 2025, contractors are actively working on completing items such as: roads, parking lots, lawn mowing; interior and auditorium equipment installation, signage installation; interior and exterior painting and renovation; painting and repairing iron railings; canopy for the receiving area; complete installation of indoor lighting systems; fountains; completion of air conditioning systems...; completion and testing of the medical gas supply system and RO system; deployment of receiving and installing medical equipment...

Currently, contractors are deploying and installing some equipment (CT, MRI, DSA, X-ray machines, ultrasonic scalpels for liver tumor surgery, hospital beds, digital subtraction angiography systems, etc.) out of a total of 82 medical devices under the Bach Mai 2 Project and 83 medical devices under the Viet Duc 2 Project. Medical equipment for testing activities at Bach Mai Hospital has also been installed and tested.
It is expected that by December 18th, the installation of additional equipment such as the CT scanner system, specimen embedding system, specimen transfer machine, realtime PCR machine, etc., will be completed. The basic installation work will be finished before December 25th.
For the medical equipment part, which is subject to open bidding, the Project Management Board is organizing bidding (the bidding results of 4/6 packages of the Bach Mai 2 Project have been announced; the Viet Duc 2 Project is expected to open bidding from December 11, 2025). It is expected that all equipment will be handed over at the construction site before March 31, 2026; the installation work will be completed, and all equipment will be put into use before April 30, 2026.
The Bach Mai 2 project is basically on schedule and ready for inauguration and partial commissioning on December 19th. The contractor is currently rushing to complete some remaining tasks. Regarding the operating room system, the contractor is expected to complete the import and assembly of all operating room doors and control panels at the construction site before December 10th and begin construction immediately to complete the installation of doors and control panels for at least two operating rooms before December 19th, 2025.
The Project Management Board is actively urging contractors working on the two projects to focus on increasing manpower, materials, and equipment to accelerate construction progress, implementing measures such as overtime work and working through holidays and weekends, to ensure the inauguration ceremony and the partial commissioning of the projects.
The two hospitals have developed detailed plans, prepared adequate human resources, and have plans to transfer equipment between the two facilities to be ready to receive and operate the hospital as soon as it is handed over.
Bach Mai Hospital is ready to serve patients.
On December 9th, at the second facility of Bach Mai Hospital in Ninh Binh , more than 300 beds and 2 emergency operating rooms were installed to be ready to serve patients.
In the first phase alone, more than 600 experienced doctors, nurses, and technicians from Hanoi will be deployed to Ninh Binh to reinforce the healthcare system. These are all core personnel with high professional qualifications, who have participated in treating many difficult and complex cases.
The hospital also assigned the Deputy Head of Department to work at Facility 2, and implemented a series of preferential policies for staff working at Bach Mai Facility 2, such as increased salaries, bonuses, and priority in appointments.
The Party Committee of Bach Mai Hospital has issued a resolution unanimously agreeing to officially launch Phase 1 of Bach Mai Hospital's Ninh Binh Branch on December 19th. This is considered a strategically significant step, demonstrating Bach Mai Hospital's proactive spirit and high political responsibility in implementing the Party and Government's major policy of reducing the burden on higher-level hospitals, while simultaneously improving the quality of medical examination and treatment for people in the southern Hanoi area and neighboring provinces.
The Party Committee and Board of Directors of Bach Mai Hospital thoroughly grasp the consistent viewpoint: The two facilities in Hanoi and Ninh Binh must be a unified system, operating synchronously, with the same quality level.
Associate Professor, Dr. Dao Xuan Co, Director of Bach Mai Hospital, pledged: "We are not just putting a facility into use, but building a system of equivalent quality to the first facility. Patients coming to the second facility must receive the highest level of professional service and be cared for with the responsibility and medical ethics of the Bach Mai medical team."
Bach Mai Hospital is also committed to bringing advanced and specialized techniques closer to the people, narrowing the gap in access to healthcare services between different regions, and contributing to improving the quality of healthcare for the people.
According to the plan, Bach Mai Hospital's second facility will officially begin operating phase 1 on December 19th with all essential sections including: outpatient examination, emergency care, laboratory and paraclinical services, diagnostic imaging, and a system of 325 inpatient beds.
The opening of the second facility is expected to bring many practical benefits to the people of Ninh Binh and the surrounding area. These include eliminating the need to travel long distances to Hanoi; reducing treatment costs and time; providing access to high-quality, specialized medical services locally; and improving the chances of survival in emergency situations and for serious illnesses.
