
The province currently has 655 private medical facilities, including 4 hospitals, 20 polyclinics, and 631 specialized clinics, traditional medicine facilities, and other medical services. The majority of these private medical facilities have well-invested infrastructure, equipment, and advanced technology, providing quality medical services. Many localities have established large-scale private hospitals and polyclinics, creating more reliable options for the people.
The Politburo 's new resolutions have encouraged and facilitated private investment and public-private partnerships in the healthcare sector. A prime example is the Hanoi-Quang Ninh International General Hospital (Uong Bi ward), which commenced operations in July 2025. This hospital has effectively implemented a public-private partnership model through professional collaboration with numerous central-level medical facilities. The hospital invites leading experts and doctors to directly participate in examinations, surgeries, technology transfer, and on-site training. This model allows Quang Ninh residents to access high-quality healthcare services locally while simultaneously enhancing the capacity of the hospital's medical staff.
Mr. Lai Dinh To (Dong Mai ward) shared: "I had persistent and unpleasant abdominal pain, so I went to Hanoi - Quang Ninh International General Hospital for a health check. The doctor diagnosed me with a large tumor in my rectum. After consultation and surgery performed by a specialist from a higher-level hospital, I decided to receive treatment here. Throughout the treatment process, I was very satisfied with the professional quality and the service."
Since 2019, Hong Quang Multi-Specialty Clinic (Quang Yen Ward) has met the primary healthcare needs of thousands of people in Quang Yen, Hiep Hoa, Ha An wards and surrounding areas. Dr. Vu Tung Giang (Director of Hong Quang Medical Joint Stock Company) stated: Towards sustainable development, the clinic is implementing a project to upgrade it to a private hospital model. We are also proposing a plan to lease and renovate surplus state-owned office buildings after administrative restructuring to expand our operations, in line with the Politburo's Resolution No. 72-NQ/TW on prioritizing land and facilities for the development of private healthcare.

As of September 30, 2025, the province had 983 pharmaceutical businesses operating under the assessment and licensing of the Department of Health and the Ministry of Health. Specifically, there were 16 wholesale drug businesses, 942 retail pharmacies selling modern medicines, 22 retail pharmacies selling medicinal herbs and traditional medicines; 1 drug manufacturing plant of Quang Ninh Pharmaceutical and Medical Supplies Joint Stock Company, and 2 businesses importing and exporting medicinal herbs and traditional medicines.
Transitioning from a state-owned enterprise to a joint-stock company, Quang Ninh Pharmaceutical and Medical Supplies Joint Stock Company has made significant strides in its thinking and approach. Since 2015, the company has invested in and put into operation a GMP-WHO certified herbal medicine manufacturing plant, with three main production lines: herbal processing, tablet production, and liquid medicine production. The company currently produces over 20 groups of pharmaceutical and functional food products for markets both within and outside the province.
Some of the company's products are familiar to consumers, such as: Blood circulation and brain-nourishing tablets, Vien Phuong cough medicine, cough syrup, Cam Xuyen Huong, Anamin 500, HABI-QN… To ensure product quality always meets circulation standards, the company continues to invest in modern inspection and testing equipment such as dual-beam spectrometers, high-performance liquid chromatography (HPLC) 1200… These devices help accurately assess qualitative and quantitative indicators in pharmaceutical products, food products, and medicinal raw materials, contributing to increased reliability and transparency in quality management.
The strong development of private healthcare in Quang Ninh demonstrates the clear effectiveness of the healthcare socialization policy. With the implementation of Resolution No. 68-NQ/TW and Resolution No. 72-NQ/TW, the private healthcare sector not only has more opportunities for development but also shares responsibility with the public healthcare system in caring for, protecting, and improving the health of the people.
