Ho Chi Minh City is poised to be a policy laboratory, especially in the economic sphere.

On October 12th, at the 6th session of the 10th term of the Ho Chi Minh City People's Council, Nguyen Van Duoc, Member of the Central Committee of the Party, Deputy Secretary of the City Party Committee, and Chairman of the People's Committee of Ho Chi Minh City, delivered a speech and explained several issues regarding the socio-economic development situation in 2025 and the tasks and solutions for 2026.

Unlocking resources and innovating urban governance models.

According to Comrade Nguyen Van Duoc, 2025 is a year of many important political events, therefore it is a period of testing the governance capacity of Ho Chi Minh City.

The Chairman of the People's Committee of the city reviewed the achievements the city has made, highlighting the following: estimated GRDP growth of 8.03%, reaching nearly 3 trillion VND (accounting for 23.5% of the national GDP); GRDP per capita reaching 8,755 USD; state budget revenue (as of December 8, 2025) is 720,580 billion VND, achieving 107.3% of the central government's projected target and 103.3% of the city People's Council's projected target; striving to reach 800,000 billion VND by the end of 2025, exceeding the projected target by 20%, accounting for one-third of the national total.

The entire city recorded 59,750 newly established businesses with over 2.06 trillion VND in registered capital; attracting FDI of 8.9 billion USD, an increase of over 30% compared to the same period. The city has resolved 80% of the issues for 670 out of 838 projects, unlocking over 804 trillion VND in social resources, covering an area of ​​16,200 hectares, contributing to a 269% increase in budget revenue from land use fees compared to the same period.

With the spirit of "not letting files sit idle," many large-scale projects and constructions have been restarted. Alongside this, social welfare work has been implemented effectively. Security, national defense, and foreign relations have been strengthened, maintaining a stable security environment.

Chairman Nguyen Van Duoc emphasized that the aforementioned results did not come from luck. They are the fruits of decisive leadership, extraordinary efforts by the government system, and the unity of the people. However, he also pointed out limitations and weaknesses: disbursement of public investment has not met requirements; the efficiency of the new administrative apparatus is uneven; technical infrastructure in some areas does not meet requirements; and the shortcomings pointed out by General Secretary To Lam regarding traffic congestion, environmental issues, flooding, and the resolution of social order and safety issues, including drug control.

"These are issues that the city frankly acknowledges, confronts, and is determined to address in the coming period," the Chairman of the People's Committee of the city affirmed.

Comrade Nguyen Van Duoc also stated that, in the past, the city has had outstanding and unique policies and mechanisms thanks to Resolution 98. However, in reality, the current "institutional framework" has become too restrictive and needs to be broadened and replaced to improve the city's investment environment and better serve its development.

Recently, the city has diligently researched mechanisms and policies to propose amendments to the central government. The comrade also expressed gratitude to the National Assembly, the Government, and the central government for their support and agreement with Ho Chi Minh City.

The head of the People's Committee of the city also emphasized that the city is only asking for mechanisms, not money, and is ready to pilot mechanisms, acting as a policy laboratory, especially for economic policies.

If the National Assembly approves the amended Resolution 98 tomorrow (December 11th), Ho Chi Minh City will have a powerful tool for remarkable development in the coming period.

Regarding future tasks and solutions, Comrade Nguyen Van Duoc stated that the workload is quite heavy. The city has set the highest goal for 2026 as creating substantial, clear, and measurable changes in governance methods, economic development, and the quality of services provided to citizens and businesses.

The city has set out five main target groups with 26 sub-targets, along with five key tasks and solutions. These focus on unlocking resources, innovating urban governance models, and ensuring double-digit GRDP growth; restructuring the economy and developing the digital economy as a growth driver; redesigning development spaces towards a multi-polar, integrated, and connected approach; promoting cultural and human values ​​in the direction of truth, goodness, and beauty; strengthening foreign relations and international integration; and enhancing leadership and guidance in national defense and security. Furthermore, it aims to coordinate and successfully organize the elections for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.

In addition, the comrade also pointed out several specific areas that need to be accelerated in the coming period. Regarding the disbursement of public investment, the city clearly stated its commitment to not avoiding responsibility, not blaming others, and not delaying accountability. Currently, the city is among the countries with relatively good public investment disbursement rates, reaching approximately 60%, but this falls short of the city's set target.

"The leaders of the People's Committee of the city will take on this responsibility," and requested that this year, all dossiers for important projects, especially breakthrough projects, be prepared in advance, so that when funding is allocated in early 2026, implementation can begin immediately.

For key projects, the city is committed to accelerating the progress of Ring Road 3, Ring Road 4, metro lines, the Binh Quoi-Thanh Da project, flood control projects, houses along canals, etc.

In 2026, Ho Chi Minh City will be a massive construction site with numerous large-scale, key, and groundbreaking projects implementing the resolutions of the City Party Congress. Ho Chi Minh City will enter a new phase with many great opportunities but also unprecedented challenges.
