Phuoc Tan Ward: Urgently handle illegal construction

The land of more than 72 hectares in Phuoc Tan ward (Dong Nai province) was planned as a forest park but people arbitrarily changed its function, built factories and production facilities. Faced with this situation, the Provincial Party Committee and Provincial People's Committee have issued instructions and the locality is urgently handling the matter to restore the current status and purpose of land use.

Completing this task is a testament to the locality's determination and efforts in restoring order in land management, construction and preventing recurrence of violations.

Resolutely implement the direction of the Provincial Party Committee and Provincial People's Committee

Recently, Dong Nai Provincial Party Committee has issued many instructions to handle long-term projects in the province, including the land area of ​​more than 72 hectares in Phuoc Tan Ward. In Conclusion No. 69-KL/TU, dated August 28, 2025, the Provincial Party Committee requested the Ward Party Committee to focus on leading, directing propaganda, mobilizing, and dialogue with enterprises; notify the relocation time; resolutely enforce against cases of intentional non-compliance. Immediately after this instruction, on August 29, 2025, the Provincial People's Committee issued Official Dispatch No. 4346/UBND-KTN, in which the People's Committee of Phuoc Tan Ward was assigned to preside over the implementation.

Based on the above directives, the Party Committee and People's Committee of Phuoc Tan Ward issued a plan and organized campaigns following the motto "going to every alley, knocking on every business door" to explain the policy and encourage businesses to voluntarily dismantle their structures and restore the land to its original state. At the same time, the ward issued written responses to the opinions and requests of residents and businesses. For some cases where dismantling was delayed as committed, the local authorities coordinated with the Long Thanh Electricity Management Team to cut off electricity supply; and enforced corrective measures to address land and construction violations. At the time of implementation, 48 businesses and production facilities had been established in this area. Of these, only one case had complete and valid documentation, while the remaining 47 cases violated land and construction procedures.

During an inspection of the progress in handling unauthorized constructions on over 72 hectares of land in Phuoc Tan ward on November 25, 2025, Comrade Thai Bao, Deputy Secretary of the Provincial Party Committee and Head of the Provincial Party Committee's Organization Department, requested the ward's Party Committee and government to continue strengthening efforts to encourage the establishments to voluntarily dismantle their structures; and to apply coercive measures when necessary to ensure the restoration of the land to its original state is carried out on schedule.

According to Thiều Thị Minh Hường, Chairwoman of the People's Committee of Phước Tân Ward: Thanks to persistent efforts and the application of legal procedures, 42 cases have completed the demolition and cessation of operations, while the remaining 6 cases are still being processed (including cases with temporary construction permits, expired construction permits, and cases where documentation is being prepared for enforcement).

According to the Chairman of the People's Committee of Phuoc Tan Ward, the locality will closely monitor cases that have been completed and are being dismantled to prevent recurrence of violations.

Return of forest park in 2025

This area, spanning over 72 hectares, was originally planned as a forest park, playing a crucial role in ensuring green space ratios, ecological balance, and environmental protection not only for Phuoc Tan ward but also for the central wards of the province. However, residents have arbitrarily transferred ownership, leading to the establishment of numerous factories and production facilities, putting pressure on infrastructure and the environment, and violating land management and construction laws. Restoring the land to its original state is a mandatory solution to address long-standing issues, ensure the strict enforcement of the law, and align with the province's sustainable urban development orientation.

According to Nguyen Phong An, Secretary of the Phuoc Tan Ward Party Committee: The local authorities will continue to encourage the remaining cases to voluntarily dismantle their structures within the agreed timeframe. After the deadline, the ward will enforce the demolition of structures belonging to those who deliberately refuse to comply. Regarding cases where lawsuits have been filed with the People's Court of Region 1 - Dong Nai, the local authorities request that the court expedite the trial in accordance with the law.

Currently, Phuoc Tan ward is focusing on disseminating information and encouraging households and production facilities to comply with regulations, while also urgently completing legal documents to apply appropriate handling measures. The goal is to restore the land to its original state and complete the return to its intended use within 2025.
