The Dong Nai Provincial People's Council approved a policy to support officials who are transferred or rotated.

(Dong Nai) - On December 10th, the Provincial People's Council approved the draft Resolution stipulating support policies for officials, civil servants, and public employees (collectively referred to as officials) who are transferred, rotated, seconded, assigned, or appointed to work in Dong Nai province.

3 target groups to receive support

According to the resolution, there are three groups of beneficiaries. Firstly, officials working in agencies and organizations of the Party, State, Vietnam Fatherland Front, and socio- political organizations who are transferred, rotated, or seconded from the provincial or district level (before restructuring) to the commune level and vice versa; within the same agency or unit; or from one commune-level unit to another.

Secondly, officials from Binh Phuoc province (before the reorganization) were transferred, assigned, and appointed to work (in writing) at the Administrative Center of Dong Nai province (after the reorganization) by the competent authority.

Thirdly, individuals working at provincial-level organizations assigned tasks by the Party and State in Binh Phuoc province (before restructuring) and under labor contracts according to Government Decree No. 111/2022/ND-CP dated December 30, 2022, who are assigned work (in writing) by competent authorities at the Administrative Center of Dong Nai province (after restructuring).

The condition is that the employee does not own a house, either personally or with their spouse, located at least 40km from their registered permanent residence to their new workplace; if they are not registered as a permanent resident in Dong Nai province, the distance will be calculated from their old workplace to their new workplace.

For officials who are seconded, transferred, or assigned to a new location with a distance between 20km and less than 40km from their registered permanent residence, only travel expenses and supplementary support will be provided.

There are four forms of support.

Regarding housing, support is provided at 3.5 million VND/month if officials and employees are not allocated official housing or social housing; 2.2 million VND/month if they are allocated social housing; and 1.5 million VND/month if they are allocated housing in dormitories or collective housing.

A food allowance of 2 million VND per person per month is provided.

Travel expense support is provided in cases where the agency or unit responsible for the new workplace has not been able to arrange official vehicles or shuttle services. The amount of support varies depending on the distance from the new workplace to the registered permanent residence. Accordingly, distances from 20km to less than 40km are supported at 1 million VND/person/month; from 40km to less than 60km are supported at 1.6 million VND/person/month; from 60km to less than 80km are supported at 2.2 million VND/person/month; from 80km to less than 100km are supported at 2.8 million VND/person/month; from 100km to less than 120km are supported at 3.4 million VND/person/month; and from 120km or more are supported at 4 million VND/person/month.

In addition to the three aforementioned allowances, the province also has supplementary support policies. Specifically, it provides 800,000 VND/month for female officials from ethnic minorities, and 500,000 VND/month for both female and male officials from ethnic minorities.

The maximum support period is 3 years from the date the decision on reassignment, rotation, or secondment takes effect. If the individual is reassigned to another location, the support period will be recalculated from the beginning.

The policy takes effect from January 1, 2026, and is expected to help stabilize living conditions and create favorable conditions for officials, civil servants, and employees who are transferred, rotated, seconded, or assigned to new positions to feel secure in their work when having to work far from home.
