Colonel Nguyen Thi Thu Hien, Head of the Women's Affairs Committee of the Army (General Political Department of the Vietnam People's Army), and Deputy Head of the Standing Committee of the Congress Organizing Committee, chaired the meeting; also present were representatives from several functional agencies of the General Political Department.
Taking place over two days, December 19-20, 2025, with two working sessions, the Congress adopted the motto "Unity - Wisdom - Discipline - Democracy - Development". The theme of the Congress, and also the title of the Political Report, is "Promoting the fine traditions of Uncle Ho's soldiers; building strong, intelligent, and digitally proficient women in the Army; building a strong Women's Union organization, contributing to building a clean, strong, and exemplary Party Committee of the Army; a revolutionary, regular, elite, and modern Army; and firmly defending the socialist Fatherland of Vietnam".
In the Congress's theme, the element of "digital skills proficiency" is a new addition, aimed at updating and meeting the requirements of the digital transformation being promoted throughout the military and the entire nation. This also reflects the implementation of Resolution 57-NQ/TW of the Politburo on breakthroughs in the development of science , technology, innovation, and national digital transformation.
The Congress was attended by over 200 invited delegates from within and outside the military. The Standing Committee of the Central Military Commission assigned Lieutenant General Le Quang Minh, Deputy Head of the General Political Department of the Vietnam People's Army, to participate in the Presidium and direct the Congress; the General Political Department appointed 398 official delegates to participate in the Congress. Of these, 157 delegates were officers, 195 were professional soldiers, 11 were defense civil servants, defense workers and state officials; 3 delegates were non-commissioned officers and soldiers; and 32 delegates were contract workers. In addition, the Congress included 2 delegates who are Associate Professors and Doctors, and 12 delegates who hold PhDs; the average age of the delegates was 41 years old; the youngest delegate was 23 years old.
Before the start of the Congress's working session, the delegates will participate in the following activities: Offering incense and flowers to commemorate the heroic martyrs; reporting on their achievements and visiting the Mausoleum of President Ho Chi Minh ; and reporting on their accomplishments to the General Secretary - Secretary of the Central Military Commission.
The Congress is tasked with summarizing and evaluating the strengths, weaknesses, causes, and lessons learned in the leadership, direction, and organization of women's work and the women's movement in the Army during the 2021-2025 period; and determining the direction, objectives, tasks, and solutions for women's work in the Army during the 2025-2030 period, meeting the requirements of building a revolutionary, regular, elite, and modern army.
Colonel Nguyen Thi Thu Hien emphasized that the Congress will promote democracy and collective intelligence in contributing opinions to the Congress's documents and the documents of the 14th National Congress of Women's Representatives; elect delegates to the 14th National Congress of Women's Representatives for the 2026-2031 term, ensuring sufficient standards, quantity, quality, and a reasonable structure.
During the Congress, the Organizing Committee, in coordination with the Vietnam Military History Museum and the political departments of the units, organized an exhibition in the Ministry of National Defense auditorium area, including photographs, thematic books, and booths showcasing creative products by women in the military.
Leading up to this All-Army Congress, as of December 5, 2025, 100% of agencies and units throughout the army have directed and organized women's congresses and conferences at all levels in accordance with procedures and principles, ensuring quality; demonstrating many innovations and creativity from the preparation of documents and personnel to the management and discussion; reflecting a spirit of democracy, solidarity, and the promotion of collective intelligence, creating a vibrant atmosphere of emulation, and truly being a widespread political activity for women in the Army.
