This is the final conclusion in the anti-dumping investigation conducted by the CBSA on imported carbon steel wire and alloy steel (galvanized wire rod) from China, Taiwan, India, Italy, Malaysia, Portugal, Spain, Thailand, Turkey, and Vietnam, initiated on April 22, 2025.
For Vietnam, the CBSA announced a dumping margin of 5.7% for Hoa Phat Wire Steel Co., Ltd., the lowest among the investigated companies and more than half the preliminary investigation margin of 13.4%. Other Vietnamese exporters were found to have dumping margins of 158.9%.
Hoa Phat galvanized steel wire also benefits from the "normal value" mechanism thanks to its good cooperation in the investigation. Specifically, if Hoa Phat's steel wire products exported to Canada are sold at a price higher than or equal to the "normal value," the company will not have to pay anti-dumping duties (the tax is zero).
In cases where the export price is lower than the normal value, the product will be subject to a countervailing duty of 5.7%. This is a significant advantage that helps Hoa Phat boost exports of galvanized steel wire to Canada.
Meanwhile, other exporting businesses from Vietnam, China, Taiwan, India, Italy, and Spain face tariffs ranging from 42.7% to 158.9%.
Being granted the lowest countervailing duty rate demonstrates that Hoa Phat's cooperative efforts in providing explanations and transparent data have been recognized by Canada. Hoa Phat's accounting system is clear, transparent, and ensures the full and accurate retrieval of reference data.
Also in 2025, the EU and India decided not to impose anti-dumping duties on hot-rolled steel coil products exported by Hoa Phat Group to these markets.
Galvanized steel wire is a product of Hoa Phat Steel Wire Co., Ltd. (a subsidiary of Hoa Phat Metal Manufacturing Co., Ltd.). Hoa Phat began producing this product in 2017 to replace imported goods and has exported it to many countries such as the US, Canada, Mexico, and Southeast Asian countries.
Hoa Phat is the largest steel producer in Southeast Asia, equivalent to one of the top 30 largest steel companies in the world . From 2026, Hoa Phat's steel production capacity will reach 16 million tons/year, mainly HRC steel and high-quality steel, contributing to meeting the needs of both domestic and international markets.
