Ca Mau proactively operates its sluice gate system to cope with tidal surges.

On the morning of December 11th, the Office of the People's Committee of Ca Mau province announced that the Chairman of the People's Committee of Ca Mau province had directed provincial departments, agencies, and the People's Committees of communes and wards in the province to focus on implementing measures to respond to tidal surges.

According to information from the Provincial Meteorological and Hydrological Station, the water level in the eastern coastal area of ​​the province is rising slowly and is expected to change over the next few days, potentially causing flooding and landslides in some low-lying areas, areas outside dikes, along rivers, and along the coast… affecting the daily lives, production, and businesses of the people; a level 2 flood risk warning has been issued.

In light of the above situation, the Chairman of the Provincial People's Committee requests the Provincial Committee of the Vietnam Fatherland Front and other political and social organizations in the province; provincial departments, agencies and the People's Committees of communes and wards to closely monitor warning and forecast bulletins and the developments of tidal surges, and promptly inform organizations, individuals, businesses and the people so that they can proactively take preventive measures and plan their production accordingly, ensuring the safety of people and property.

Accordingly, the Chairman of the People's Committee of Ca Mau province requested the People's Committees of communes and wards to conduct specific surveys of each flooded area and flooded production area to inspect and closely monitor the situation, and promptly direct response efforts; maintain strict inspection and supervision throughout the period of high tides; regularly update the tidal surge developments, and promptly direct adjustments to response plans according to reality, avoiding passivity and surprise.

In particular, strengthen coordination with the Department of Construction and the Provincial Police to arrange warning signs, barriers, and traffic diversion on deeply flooded roads within the managed area, and deploy forces to guard and guide vehicles and people safely during high tides. Implement appropriate solutions to quickly drain water from flooded roads immediately after the high tide ends, in order to minimize road damage. Proactively visit, support, and mobilize forces to help people overcome damage; promptly and effectively utilize resources to mitigate the consequences of natural disasters according to regulations.

The Chairman of the People's Committee of Ca Mau province also directed the Department of Agriculture and Environment to take the lead and coordinate with the People's Committees of communes and wards to flexibly and effectively operate the irrigation system (sluices, pumping stations, dams, etc.) to regulate water, prevent tidal intrusion, and limit flooding in agricultural production areas; regularly inspect the dike, sluice, embankment, and irrigation works, identify vulnerable locations, and take timely measures to ensure the safety of production and residents. Organize on-site inspections in production areas, guide people to reinforce embankments, pump out water to protect rice fields, crops, and aquaculture ponds, and minimize damage.

According to the Ca Mau Department of Agriculture and Environment, the unit has reported to the Provincial People's Committee on the operation of the sluice gate system on the East Sea dike to proactively prevent tidal surges and flooding in the area inside the dike and surrounding areas during the 15-day high tide period in early December 2025.

With the expected high tides in early December 2025, proactively operating the sluice gate system along the East Sea dike continues to play a crucial role in protecting the lives and livelihoods of the people.

Therefore, the Department of Agriculture and Environment requests the Provincial People's Committee to direct the Bac Lieu Provincial Project Management Board for Investment and Construction of Agricultural and Rural Development Projects to urgently review and repair the sluices that have been basically completed so that they can be put into operation soon, contributing to strengthening the capacity to prevent tidal surges and flooding in the area inside the East Sea dike and the surrounding areas.

At the same time, the Department of Agriculture and Environment also requested that the construction progress be accelerated and all sluice gates on the East Sea dike be handed over soon to ensure uniformity in management, exploitation, and operation, thereby improving the effectiveness of protecting the area against increasingly complex tidal surges.

Also on the morning of December 11th, the Ca Mau Provincial Meteorological and Hydrological Station issued a warning about dangerous sea conditions due to thunderstorms in the sea area of ​​Ca Mau province.

Satellite cloud imagery shows convective cloud masses forming and developing over the province's sea area, with a tendency to continue expanding and moving in an east-northeast to west-southwest direction.

The Ca Mau Provincial Meteorological and Hydrological Station also provided additional information, forecasting that in the next few hours, thunderstorms are likely to occur in coastal areas such as Hiep Thanh, Vinh Hau, Dong Hai, Long Dien, Ganh Hao, Tan Thuan, Tan An, U Minh, Khanh Lam, Da Bac, Khanh Hung, Song Doc… as well as offshore areas of Ca Mau.

During thunderstorms, tornadoes, strong gusts of wind (level 6-7), and waves over 2 meters high may occur, posing a safety risk to ships operating at sea.

As of noon on December 11th, due to the prolonged heavy rain, many inner-city roads in Ca Mau province were deeply flooded. The movement and business activities of the people were severely affected.
