
The working group from the Department of Construction inspected and urged the contractor to speed up the construction progress of the Cua Du bridge project in Tan Thanh commune.
After adjustment, in 2025, the Department of Construction was assigned a total public investment capital plan of over 1.85 trillion VND. Of which, the provincial budget capital accounted for the majority, with over 1.12 trillion VND. Due to many different reasons, by the end of September 2025, only 302 billion VND of this total capital source had been disbursed. The remaining capital to be disbursed during the year is very large, in the context of high and scarce construction material prices, and site clearance work in many localities still facing difficulties due to unclear legal regulations.
Implementing the 90-day peak campaign to complete the disbursement of public investment capital in 2025, the Department of Construction has issued a plan and organized the synchronous and drastic implementation of solutions, aiming to complete the disbursement of all assigned capital before December 31. On that basis, the department has clearly assigned people, tasks, progress, and responsibilities to departments, affiliated units, project management units, and localities where the project passes through in implementing assigned tasks. In particular, assigning project management boards to increase the frequency of inspections, closely monitor the construction, grasp the construction progress, request contractors to concentrate resources, increase equipment and workers, take advantage of favorable weather to organize construction in "3 parts, 4 shifts", throughout holidays and days off. At the same time, handle, or recommend strict handling of contractors who violate the construction progress and quality of works according to the contract. If necessary, report to the competent authority to terminate the contract and replace or add another contractor, especially for projects with a required completion time in 2025...
Notably, in order to enhance the responsibility of relevant units, in October 2025, the Department of Construction organized a conference to evaluate progress and discuss solutions to remove difficulties and obstacles, and implement projects. At the same time, it organized a signing of commitments with the Provincial Traffic Construction Investment Project Management Board, the Provincial Civil and Industrial Construction Investment Project Management Board, the Construction Investment Project Management Board of the areas and the People's Committees of communes and wards where the project passes through in site clearance work, and construction contractors to speed up the implementation progress and disbursement of public investment capital. In particular, the Department of Construction requires contractors and localities where the project passes through to commit to upholding their spirit and responsibility, ensuring the progress of specific workloads according to the timeline.
Based on the signed commitments, the leaders of the Department of Construction regularly organize inspections of project implementation at construction sites, especially those with large capital sources. Through inspections, most contractors strictly comply with progress commitments as well as signed contracts. However, there are still cases of contractors being behind schedule and not meeting requirements. The Department of Construction has requested the project management unit to issue warnings and reminders. Head of the Planning and Finance Department of the Department of Construction Pham Van Chung said: "In case the contractor is reminded for the third time, the department will resolutely supplement, replace or terminate the contract."
With a strong and effective spirit in directing and a methodical and scientific approach, construction work on projects is being accelerated, contributing to the disbursement of capital as planned. According to the report of the Department of Construction, by November 30, the department had disbursed 550.8 billion VND. In addition, a number of completed projects but not yet accepted and paid, worth about 67 billion VND, will be disbursed in the coming days.
Along with focusing on directing the acceleration of progress and ensuring the quality of the works, the Department of Construction has organized guidance and requested competent authorities to remove some difficulties and obstacles for localities in the work of site clearance for project implementation. Specifically, some difficulties in applying other measures and support levels when reclaiming garden and pond land areas in the same residential land plot but not recognized as residential land; reclaiming land plots that have been granted land use right certificates exceeding the residential land limit, granted beyond the limit and separated; reclaiming land plots that have been allocated land, leased land without proper authority but have not been granted land use right certificates and have not built houses... Besides, there are difficulties in the work of building infrastructure for resettlement areas to serve the work of site clearance. The Provincial People's Committee has directed and assigned relevant departments and branches to resolve these difficulties and obstacles.
