HCMC: Building a support mechanism for implementing social housing projects

The Department of Construction of Ho Chi Minh City has just announced the content of the draft Resolution regulating the support mechanism for implementing social housing construction investment projects in Ho Chi Minh City.

According to the Department of Construction, the Ba Ria - Vung Tau and Binh Duong regions previously had resolutions regulating support mechanisms for implementing social housing investment projects with different levels of support and support contents. In order to unify State management, the Department of Construction was directed by the Standing Committee of the Ho Chi Minh City People's Council to preside over and coordinate with relevant departments, branches and units to draft regulations on support mechanisms for implementing social housing investment projects in Ho Chi Minh City to replace the resolutions of the provinces and cities before the merger.

Accordingly, the Department of Construction has drafted a resolution to replace the policy in the direction of choosing the highest incentive mechanism, ensuring the feasibility and effectiveness of the policy to be implemented stably and long-term, without creating additional administrative procedures.

The draft resolution has two basic parts. Part of technical infrastructure support: support 50% of the investment cost for the construction of technical infrastructure within the scope of the social housing project to ensure synchronous technical infrastructure. This includes traffic works, public lighting works, communication works, water supply works, drainage works, wastewater and solid waste collection and treatment works. The support level does not exceed 10 billion VND/project.

Con Dao special zone alone is supported with 80% of the investment cost for construction of technical infrastructure works, but not more than 10 billion VND/project.

Support and fees: will support all fees and charges during the process of implementing construction investment procedures including appraisal of detailed planning projects at scale 1/500; environmental permits, assessment of investment feasibility study reports or issuance of construction permits.
