On December 10th, according to information from the Phu Tho Department of Education and Training, the Provincial People's Committee issued document No. 10883 regarding the implementation of digital student records for general education and continuing education in the 2025-2026 school year.
Accordingly, the Provincial People's Committee assigned the Department of Education and Training to take the lead in developing a plan and guiding its implementation so that 100% of general education and continuing education institutions in the province will use electronic gradebooks and digital student records from the 2025-2026 school year.
The Department will organize professional training for all management staff and teachers; coordinate with the Department of Science and Technology to provide official email addresses and digital signatures; and cooperate with service providers to provide a unified technical infrastructure platform for the implementation of digital student records in schools as prescribed.
The Provincial Police Department is tasked with leading and coordinating with the Education sector to ensure information security and cybersecurity for the digital student record data system. They will also coordinate with relevant departments and agencies to synchronize, connect, and share digital student record data with the National Population Database and the VNeID application according to Project 06.
The Department of Science and Technology will coordinate with the Department of Education and Training in issuing and managing individual digital signatures for teachers and organizational digital signatures for schools in accordance with Decree No. 68/2024/ND-CP dated June 25, 2024. They will also provide advice on technical standards, data platforms, and ensuring interoperability and synchronization.
The Department of Finance advises the Provincial People's Committee to allocate funds to ensure the implementation of the electronic gradebook and digital student record system for 100% of educational institutions in the province from the 2025-2026 school year, so as not to incur any additional costs for students, trainees, and their families when implementing digital student records. Funding will also be ensured for training, maintaining digital signature services, and the technological infrastructure supporting the implementation of digital student records as stipulated.
The People's Committees of communes and wards shall issue plans for the implementation of electronic gradebooks and digital student records for the 2025-2026 school year, and guide and assign tasks to subordinate units in their areas to issue regulations on the management, use, and exploitation of digital student records at their respective units.
Directing educational institutions under its management (from preschool to lower secondary school) to strictly implement the review and standardization of data; ensuring that 100% of school administration data is cleaned and accurately synchronized to serve the creation of electronic gradebooks and digital student records from the 2025-2026 school year.
