Departments, branches, sectors and localities, according to their functions and tasks, urgently organize the review, assessment and statistics of damage caused by storm No. 11, ensuring impartiality, objectivity and honesty in damage statistics, reporting to the Department of Agriculture and Environment to propose timely support to soon stabilize people's lives. At the same time, organize visits and encourage households and subjects that suffered heavy damage to people and property and have timely support policies; provide food and necessities to people in flood-affected areas, especially areas where people were evacuated and isolated areas; ensure people's health.
The Provincial Military Command and Provincial Police, based on the actual situation in the localities, directed to support localities with forces to overcome incidents, clean up, disinfect the environment, etc. to ensure that people's activities return to normal as quickly as possible.
The Department of Education and Training presides over and coordinates with universities, colleges, and intermediate schools in Bac Ninh province (including schools under central agencies and non-public schools) to mobilize staff, students, and pupils to urgently coordinate with localities, agencies, and related units to support people in participating in environmental sanitation and overcoming the consequences of storms and floods in flooded areas and areas heavily affected by storms and rains in the province. The Department of Industry and Trade coordinates with the Provincial Electricity Company, the government, and local shock forces to urgently fix the problem to quickly restore power after the flood recedes, ensuring power for pumping stations. Coordinates with relevant sectors and localities to review and urgently support the restoration of operations of markets and areas providing essential goods to the people.
The Department of Construction shall preside over and coordinate with the Department of Health, the Department of Education and Training, and flooded communes and wards to urgently inspect schools, hospitals, and public works in flooded areas to detect damaged works that pose a risk to patients, students, and the public, etc., in order to have timely solutions. Ensure absolute safety so that students can return to school immediately after the flood recedes.
The Provincial Police and the Department of Construction dispatched additional forces to support localities in urgently handling landslide areas, ensuring pedestrian and traffic safety. The commune and ward police were directed to assign soldiers to be on duty at flooded areas with roads to regulate traffic and ensure safety for people and vehicles.
The Department of Science and Technology directed telecommunications businesses to quickly fix problems, ensure communication, send messages to subscribers, and promptly handle situations.
The Department of Agriculture and Environment and the Provincial Military Command, according to their functions and tasks, regularly update the situation of rain and flood developments; water levels in rivers, inundation, operations of pumping stations; and the situation of overcoming the consequences of storm No. 11 in localities to regularly report to the Provincial Party Standing Committee and the Provincial People's Committee for timely grasp and direction.
