Following the dispatch of the Central Steering Committee, the plan of the Government Steering Committee, the Notice of the Provincial Party Committee Standing Committee, Quang Ninh province has quickly planned and developed a plan to arrange and merge public schools and educational institutions. Therein, 4 public high schools will be merged into 2 schools; 13 vocational education and continuing education centers, the provincial center for continuing education and training will be merged into the provincial center for vocational education and continuing education and 13 branches; arranging public educational institutions under the People's Committee of the commune to ensure a reduction of about 50% or more of the focal points. The arrangement will be completed before October 15, 2025.

Under the drastic, close and timely direction of the province, by October 15, 2025, the entire province had completed the arrangement and merger. In particular, localities completed the arrangement of 520 schools from kindergarten to junior high school into 255 schools, reducing 265 schools; the block under the Department of Education and Training completed the arrangement of 18 educational institutions into 3 institutions according to plan.
The arrangement was implemented synchronously, methodically, quickly, and in accordance with procedures, strictly complying with the central and provincial policies on organizational arrangement, while ensuring the highest principle of improving the quality of teaching and learning, for the benefit of students, and ensuring no interruption of activities. To create consensus among the entire political system, the province advocates only merging schools and school locations within the same commune-level administrative unit; prioritizing the model of inter-level primary and secondary schools in sparsely populated areas and areas with difficult transportation, in order to optimize resources and learning conditions. The selection and appointment of personnel for the leadership of the new schools is carried out publicly and transparently, based on each criterion for evaluating and classifying staff. This has helped the arrangement to be carried out urgently, but still received consensus, agreement, and support.

The ward has completed the merger of 6 schools into 3 schools, maintaining 12 school locations, reducing 3 principal positions, streamlining management points, and keeping the students' study locations intact, without affecting the organization of educational service provision activities to serve the needs of the people. Policies and regimes for children, students and teachers continue to be fully guaranteed.
After the reorganization, educational institutions quickly stabilized their organization and operations, took place normally, without disruption or interruption, promoting positive effects, ensuring streamlining and improving the quality of education. The merger has helped streamline the apparatus, effectively utilize the team of teachers and managers, and at the same time create conditions to concentrate resources on investing in modern facilities and teaching equipment.
