
Quang Ninh has been implementing the investment and construction project of Provincial Road 327 since December 2024. The project has a total length of more than 11km, meeting the standards of a grade III mountainous road with a 9m wide roadbed, including 2 lanes for motor vehicles, the rest is a roadside extension on both sides. On the route, there are 2 bridges over Ho Lao stream and over the railway; 2 intersections at the same level connecting with the provincial gate intersection and the main axis of Dong Trieu ward center. The project has a total investment of 580 billion VND from the provincial budget, of which the cost of compensation and site clearance is more than 224 billion VND, and is scheduled to be completed by the end of 2025.
However, after nearly a year of construction, the volume of work performed is very low. The contractor has only organized 3 roadbed construction teams. The rest focuses on constructing bridge items and casting components to ensure the progress of disbursement of capital allocated to the project. Specifically, at Ho Lao bridge, the substructure has been completed, I33 beams have been cast; the railway overpass has been constructed, bored piles have been completed, and 8/36 super T girders have been cast. Currently, the contractor is filling the public roadbed to serve the construction of 2 bridges. In the construction, relocation, and restoration of technical infrastructure works and 500kV line insulation renovation items, up to now, 12/23 medium voltage column foundations have been constructed; the 500kV line insulation item has been completed; the water pipe relocation item has imported materials, and is assembling equipment and workers to prepare for construction. As for the roadbed construction category, due to many difficulties, especially the lack of space to organize construction, the volume is still low.
According to the investor's representative, to implement the project, the locality must reclaim more than 35 hectares, involving more than 500 households in An Sinh and Binh Khe wards. However, by July 1, 2025, the investor had only received compensation plans for land acquisition from 243 households, reaching nearly 50%. For the remaining areas, many households did not agree with the land acquisition plans; some households requested compensation for constructions and structures on agricultural land and compensation for crops not used for the right purpose; and requested low compensation prices. It was not until mid-October, after a series of advocacy and propaganda solutions by the investor and the new government apparatus after Quang Ninh implemented a two-level government, that the land acquisition work was gradually resolved. Currently, contractors have received the handover of 8.58km of land, reaching about 80% of the construction site area.

Due to the discontinuous handover of the site, it has been difficult to access the roadbed construction site, so the contractor cannot organize the construction simultaneously. The demand for sand to treat the weak soil of the project is about 20,000m3, but Supply is scarce, prices are high. Therefore, contractors have not been able to access sand sources... leading to unsynchronized and discontinuous construction, affecting the overall progress of the project.
The investment and construction project of Provincial Road 327 is a key traffic project, playing an important role in completing the connection of the western region of the province, creating a synchronous and modern traffic system, expanding development space, meeting travel needs, attracting tourists to the Tran Dynasty historical relic site in particular and the World Cultural Heritage of Yen Tu - Vinh Nghiem - Con Son, Kiep Bac in general... At the same time, promoting trade of goods between localities, creating momentum for socio- economic development.
According to the plan, the project will be completed by the end of 2025, however, at this point, there are less than 2 months left until the end of the year, the remaining workload is very large, so the goal of completing the project within the year is not a small challenge. In order to put the project into operation soon, promoting the effectiveness after investment, this time requires more drastic participation of relevant agencies and units. First of all, it is necessary to focus on completely resolving problems related to site clearance; at the same time, contractors need to proactively arrange human resources and equipment, take advantage of favorable weather of the dry season to speed up construction, making up for the previous slow progress.
