According to the report of the Ministry of Agriculture and Environment , in the early morning of November 5, storm Kalmaegi passed the northern area of ​​Palawan Island (Philippines) and entered the eastern sea area of ​​the central East Sea, becoming storm number 13 with very strong intensity, level 13, gust level 16.

At 4:00 a.m. on November 6, the storm center was about 550 km east-southeast of the coast of Gia Lai province, continuing to strengthen, with winds of level 14, gusts of level 17. At 4:00 a.m. on November 7, the storm center was on land in the area from Quang Ngai to Dak Lak, with winds of level 9-10, gusts of level 12. The tide at Quy Nhon station was highest at 2.4 m from 8:00 p.m. to 11:00 p.m. on November 6; lowest at 1.1 m from 5:00 a.m. to 6:00 a.m. on November 7, 2025.

Thus, this is a very strong storm, moving quickly and making landfall with strong intensity and can cause heavy rain in the Central region, including localities that have just suffered heavy damage due to floods, level 4 natural disaster risk.

Concluding the conference, Deputy Prime Minister Tran Hong Ha emphasized that Storm No. 13 is an extremely unusual storm, moving quickly and with great intensity. The Deputy Prime Minister requested that the work of preventing Storm No. 13 be put in a more urgent and dangerous state.

Request the Ministry of Agriculture and Environment to continue to direct forecasting work, providing more dense information for each stage. In particular, forecasting requirements need to be compared with previous storms so that localities and people can easily visualize wind speed, risk of destruction, rainfall, flood and landslide levels.

Deputy Prime Minister Tran Hong Ha requested that localities in the storm's circulation area, starting this morning (November 5), must update and develop response plans and scenarios based on forecasts and adjust according to new data.

The Deputy Prime Minister requested that 100% of ships and boats be banned from going out to sea. People should not be at sea after 5:00 p.m. on November 6. Requested that police, military, and border forces focus on ensuring people's lives and minimizing property damage.

In coastal areas subject to high tides and mountainous areas, landslides require the evacuation of people from dangerous areas to be completed before 7:00 p.m. on November 6. Provinces and cities coordinate with Military Region 4 and Military Region 5 to clearly identify forces, numbers, and means to proactively respond to the storm. Urgently review and immediately assess the need for food and medical support. Ensure the communication system.

The Deputy Prime Minister requested the Ministry of Agriculture and Environment, the Ministry of Industry and Trade and the Chairmen of the People's Committees of provinces and cities to assess the safety and operation of water at reservoirs. The Ministry of Agriculture and Environment was assigned to preside over and coordinate with the Ministry of National Defense to advise on arranging a location for the National Civil Defense Steering Committee to work and give direct instructions to localities in the storm's eye area.

Immediately after the online meeting with the National Civil Defense Steering Committee, the Provincial People's Committee held an online meeting with 77 communes and wards in the Gia Lai Tay area.

Chairman of the Provincial People's Committee Pham Anh Tuan emphasized: Storm No. 13 is considered an unprecedentedly large storm that has landed in the eastern part of the province and is likely to affect the western part of Gia Lai, bringing heavy rain. Therefore, the province is currently mobilizing the entire political system to take part in storm prevention and control.

The Chairman of the Provincial People's Committee requested localities to focus on and urgently organize the evacuation of people to safe places; pay special attention to the evacuation of people in coastal areas and areas at risk of flooding and landslides. The evacuation must be carried out safely and carefully to avoid human casualties.

Agencies, units, businesses and people need to proactively brace houses and buildings; at the same time, organize tree trimming to limit risks when there are strong winds and heavy rains.

Given the complex developments of the storm, in some western regions, localities may consider deciding to let students stay home from school today to ensure safety. Sectors and localities need to fully prepare plans to reserve and supply food, drinking water, medicine, and be ready to respond to all situations. Police and military forces coordinate with local authorities to focus on supporting the evacuation of people, strengthening houses, protecting property; and at the same time, carefully checking the safety level in areas arranged for evacuation.

The Chairman of the Provincial People's Committee requested to prepare all conditions and means at the Forward Command Centers. The comrades assigned to be in charge of 12 Forward Command Centers must urgently go to the area to inspect, monitor, urge and directly direct the work of storm and flood prevention and control with a resolute, proactive and timely spirit.

For the Gia Lai Tay area, the most severely affected area is forecasted to be the eastern region (localities bordering the old Binh Dinh province). The Chairman of the Provincial People's Committee requested to focus on evacuating people in mountainous areas, landslides, floods, temporary houses, and level-four houses; at the same time, urgently reinforce houses, strictly implement the "4 on-site" motto.

For lakes and dams, it is necessary to calculate and strictly control water discharge to ensure the safety of the works. Localities must develop specific plans and strictly prohibit people and vehicles from going out when the storm hits to absolutely ensure the safety of life and property.
