According to the report of the Provincial Civil Defense Command, storm No. 13 has entered the Eastern sea. At 4:00 p.m. on November 5, the center of the storm was at about 12.1 degrees North latitude; 117.0 degrees East longitude, about 300km East Northeast of Song Tu Tay Island (in Truong Sa special zone), about 880km East Southeast of Quy Nhon ( Gia Lai ). The strongest wind is level 14 (150-166km/h), gusting to level 17. It is forecasted that in the next 3 hours, the storm will move in the West Northwest direction, at a speed of about 25km/h. In the past 24 hours, Gia Lai province has had moderate rain in some places. Water levels in rivers in the province are low, all below alert level 1.
Regarding the reservoir situation, the East of the province has 164 reservoirs, with a capacity of 323.14/675.96 million m3, reaching 48% of the design capacity. The West of the province has 119 reservoirs, with a capacity of 457.1/600 million m3, reaching 76% of the design capacity. The reservoirs operate according to the Inter-reservoir Operation Procedure on the Kon - Ha Thanh River Basin, with the water level below the lowest flood level. The total current capacity is 175.2 million m3/411.2 million m3 compared to the design, reaching 42.6%, with 236 million m3 of water remaining for flood prevention.

According to the plan, the total number of people evacuated in the province is 93,426 households/339,737 people (88,675 households/323,295 people combined; 4,751 households/16,442 people concentrated). As of 6:30 p.m. on November 5, 2,337 households/7,097 people were evacuated (1,766 households/5,054 people combined; 571 households/2,043 people concentrated).
Regarding landslide response, the eastern part of the province has 15 areas at high risk of landslides, 16 areas at low risk of landslides and 07 areas at risk of being isolated by landslides. Regarding evacuation, people in Nui Ganh - De Gi commune have been evacuated (15 households/52 people, interspersed evacuation since October 29); at the same time, people due to landslides on the 500kV station operation route have been evacuated (6 households/25 people since October 20).
Regarding flood response work, according to the evacuation plan to respond to flood water levels from Alert Level 3 to below Alert Level 3+1m, there are 1,050 households/3,455 people (898 households/3,220 people combined; 152 households/235 people concentrated).
Currently, all vessels have received information about storm No. 13. As of 3:00 p.m. on November 5, there were 286 vessels with 1,602 fishermen operating at sea. Currently, there are no fishing vessels operating on the route or in the area affected by storm No. 13. All fishing vessels of the province have safely anchored on islands in the Truong Sa archipelago.
Reporting at the meeting, the Forward Command Centers said that the response to storm No. 13 in the areas is being implemented effectively, synchronously and urgently. Localities are concentrating forces to organize the evacuation of people from dangerous areas; reinforce houses, and prepare means, materials and human resources to promptly respond when bad situations occur.

Speaking at the meeting, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep emphasized that Storm No. 13 is a strong storm, moving quickly, with a wide area of influence. When it makes landfall, it is forecast to directly affect Gia Lai province. In addition, the storm's landing time coincides with high tides, which could cause water levels to rise, greatly affecting people's lives and coastal works.
The Deputy Minister of Agriculture and Environment noted that there are currently many economic activities related to wind and solar power in the area, suggesting that businesses and investors need to consider safety measures to avoid property damage. At the same time, Gia Lai province has very vibrant marine economic activities, so it is necessary to pay attention to the work of safe storm shelter for boats and fishermen.
Regarding the operation of reservoirs, Deputy Minister Nguyen Hoang Hiep said that reservoirs in the Kon – Ha Thanh river basin have discharged floodwaters quite well. For reservoirs in Gia Lai Tay, especially An Khe – Ka Nak, it is necessary to focus on releasing water tonight to cope with storms and floods.
Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep requested Gia Lai province to finish all evacuation activities tomorrow before 12:00 and complete other activities before 15:00, and ban people and vehicles from going on the road from 18:00 in dangerous areas. The Deputy Minister also said that the work of securing people's houses has been and is being done very well. However, it is also necessary to pay attention to securing offices, schools, hospitals, etc. At the same time, calculate the allocation of appropriate forces to provide timely support and rescue.

Concluding the meeting, Chairman of the Provincial People's Committee Pham Anh Tuan emphasized: Currently, basically, the boats have anchored safely. However, the forces and localities must resolutely not let fishermen stay on the boats, and must arrange for the boats to anchor safely.
The Chairman of the Provincial People's Committee requested 58 communes and wards in Gia Lai Dong area to activate the storm response plan at the highest level, focusing on evacuating people to safe places. For Gia Lai Tay area, especially An Khe, when the storm makes landfall, it can reach level 9, level 10, gusting to level 11-12; therefore, it is necessary to proactively evacuate people in mountainous areas, areas at risk of landslides, as well as people living in level 4 houses, non-solid houses. Coastal localities and areas at risk of flooding continue to review and consider increasing the number of households that need to be evacuated if there is a risk of danger, flooding or landslides.
The Chairman of the Provincial People's Committee suggested that attention should be paid to the selection of safe, centralized relocation sites; for interspersed relocation sites, the safety level must also be checked and assessed before organizing the relocation. Continue to mobilize people to raise high places and protect their property. Request construction works and projects to stop all construction activities from tomorrow, dismantle equipment, especially cranes. Arrange leveling equipment on key routes, trim trees, and remove billboards to ensure safety.
Request An Khe - Ka Nak Hydropower Plant to strictly implement the direction of the Deputy Minister of Agriculture and Environment, immediately release water, to avoid incidents that endanger the lake and dam.
Comrade Pham Anh Tuan requested that the evacuation of people to a safe place must be completed before 10:00 a.m. on November 6. All other activities must stop before 3:00 p.m. tomorrow. Agencies and units must allow their staff, workers, and employees to take a day off from noon tomorrow to ensure safety. It is expected that from tomorrow afternoon, the police, military, and communes and wards will ban people and vehicles from going out.
In particular, the Chairman of the Provincial People's Committee requested that from 5 a.m. on November 6, all forces must concentrate and mobilize all their strength to evacuate people, support people in strengthening their houses and raising their properties. The forces need to coordinate closely with local authorities and arrange appropriate numbers of troops for each locality. In areas with large numbers of displaced people, the police and military forces must set up posts to protect people's properties, not allowing people to return to the evacuation areas, and at the same time ensure traffic safety in key areas. Arrange adequate storm prevention and response equipment and rescue equipment, prepare food, medicine, and medical supplies, and strictly implement the "4 on-site" motto.
All forces at the Forward Command Center, storm prevention and control forces, shock troops, police and army must gather at assigned locations, be on command 24/7, ready to respond to all situations, and ensure the safety of people's lives and property./.
