Promoting democracy in new rural construction

In Dong Ngu commune, inspection and supervision work is always carried out during the process of building the new rural area, ensuring democracy in publicizing, discussing and deciding on work, content, plans and progress of implementing criteria on building the new rural area. For example, the Dong Duong village intra-field canal project, Dong Ngu commune, was implemented from October 2025 with a length of more than 600 meters, total cost of over 1 billion VND. It is expected to be completed and put into use this November, contributing to serving production and irrigation for people in the village.

Therefore, during the construction process, members of the village's Community Supervision Board and the people were regularly present to monitor and check the progress and quality of the project. Each concrete block and each canal section was poured with the witness and comments of the people, demonstrating the spirit of democracy, openness and transparency.

Practicing democracy at the grassroots level is one of the important factors that helps people promote their mastery, especially in building new rural areas. In Hai Lang commune, people exercise their rights to "know, discuss, do, and inspect" the contents and criteria in building new rural areas.

A typical example is the project to repair and upgrade the road from National Highway 18A to Ha Dong village and Ha Thu village, Hai Lang commune. The road is 944 meters long, the road surface is 5.5 meters wide, with a total investment of 4.1 billion VND. The project started on October 17, 2025, and is expected to be completed on December 15, 2025. In order for the project to be implemented on schedule, Ha Thu village officials actively went to each household to propagate and mobilize people to donate land and assets on the land to serve the site clearance. Thanks to a clear understanding of the purpose and benefits of the project, people agreed and actively responded to the movement to donate land to open the road.

Mrs. Trinh Thi Tuan, Ha Thu village, Hai Lang commune said: My family volunteered to donate 60 meters of fertile land and 20 meters of surrounding wall. I find the project very meaningful, positively impacting people's lives. We are very happy that there will be a new road soon.

According to Mr. Tran Dinh Hong, Party Cell Secretary, Head of Ha Thu Village, Hai Lang Commune, the high consensus among the people was achieved thanks to the fact that right from the beginning of the project, Ha Thu Village organized many public meetings to collect people's opinions. Through direct dialogue, all issues of concern to the people were promptly answered, creating an atmosphere of democracy, solidarity and trust between cadres, party members and the people.

Identifying the construction of new rural areas as a journey without a stopping point, Quang Ninh will continue to deepen the new rural program, becoming a model province, increasingly rich, beautiful and civilized. In the period of 2026-2030, the province aims to build modern, comprehensive, sustainable new rural areas, adapting to climate change; promoting rural economic development towards promoting the application of science, technology, innovation and digital transformation; improving income, quality of life and access to essential services of rural people, gradually approaching urban living standards.

The province is determined to build a green, clean, beautiful, safe countryside with a strong cultural identity; reduce poverty quickly and sustainably, ensure social security; maintain national defense, security, social order and safety; form a civilized, humane, cohesive and happy rural community. Quang Ninh continues to promote the role of the people and businesses in the process of building a new countryside. At the same time, research, review, amend and supplement appropriate credit mechanisms to support production development, the OCOP program, small and medium-sized processing technology, clean water supply and environmental sanitation.

To realize these goals, in the construction of new rural areas, the practice of democracy at the grassroots level will continue to be focused on by localities with practical solutions, based on the motto "people know, people discuss, people do, people inspect, people supervise, people benefit". Ms. Vi Thi Tu, Standing Deputy Secretary of the Hai Lang Commune Party Committee, said: In the coming time, the commune will continue to innovate propaganda methods and content, taking people as the center. In particular, promoting the role of the Fatherland Front and socio -political organizations, creating people's trust in the Party and the government.

It can be said that practicing democracy at the grassroots level and building new rural areas are two tasks that need to be carried out in a unified and synchronous manner. Practicing democracy at the grassroots level is a condition for successfully building new rural areas; at the same time, building new rural areas ensures that practicing democracy at the grassroots level is implemented in reality. Certainly, with the focus on practicing democracy at the grassroots level, Quang Ninh province will reach the standard of modern civilized new rural areas by 2030 according to the specific goals assigned by the Central Government.
