Promoting disbursement of capital for national target programs: Creating development momentum

(GLO)- Good disbursement of capital from the national target program will create momentum for socio-economic development, especially in economically disadvantaged areas. Therefore, towards the end of the year, localities in Gia Lai province are urgently speeding up the disbursement of this capital flow.

The national target program (NTPP) includes three major programs: New rural construction; rapid and sustainable poverty reduction; socio-economic development in ethnic minority and mountainous areas.

Positive results

Due to changes in administrative units and investors implementing the list and projects when operating the 2-level local government model, compared to previous years, the disbursement of the 2025 capital plan of the National Target Program has encountered more difficulties.

However, many localities that have received capital from the province have made great efforts in disbursing capital and achieved positive results, An Luong commune is a typical example. Currently, this locality has used more than 5.4 billion VND of investment capital from the new rural construction program to settle the completed volume of 21 projects.

The career capital of more than 1.3 billion VND from the above program has also been fully disbursed by the commune for 3 activities: Developing socio-economic infrastructure; improving the quality of rural cultural life; improving environmental quality and building rural landscapes.

Mr. Tran Dinh Vuong - Vice Chairman of An Luong Commune People's Committee - affirmed: "The National Target Programs have contributed to changing the face of the communes, gradually improving the material and spiritual life of the people. The amount of more than 1.4 billion VND of career capital of the National Target Program for Rapid and Sustainable Poverty Reduction in 2025, newly allocated by the province, will also be fully disbursed by the commune before December 31, 2025".

Similarly, many mountainous communes such as An Toan, An Vinh, Canh Lien, Vinh Thanh... are also focusing on disbursing capital for the National Target Program. An Vinh commune alone is speeding up the progress to disburse nearly 26 billion VND allocated by the province to implement 10 categories and projects in the fields of transportation, irrigation, health care ...

Mr. Dinh Van Cung - Chairman of the People's Committee of An Vinh commune said that the commune will settle the work volume as soon as it is completed, not leaving it until the last month of the year. Meanwhile, An Toan commune used more than 30 billion VND of capital from the National Target Program to build works and organize training courses to transfer production and livestock techniques to the people... Up to now, this locality has also disbursed more than 9.5 billion VND.

With the efforts and determination of many units and localities, up to now, the whole province has disbursed more than 1,021 billion VND of planned investment capital for 2025 of the National Target Program, reaching 92.71% of the plan assigned by the Prime Minister (more than 1,101 billion VND), reaching 59.88% of the plan assigned by the Provincial People's Council (more than 1,451 billion VND).

The public capital has also disbursed 204.16 billion VND, reaching 27.52% of the estimate assigned by the Prime Minister (741.97 billion VND), reaching more than 15% of the estimate assigned by the Provincial People's Council (836.94 billion VND).

More effort is needed

Although the disbursement results of the National Target Program have achieved positive results, according to Mr. Tran Cang - Director of the Department of Finance, there are still some localities and units that have not ensured the set progress; there is still a lot of undisbursed public capital.

Therefore, it is necessary to focus on accelerating the synchronization of solutions with high determination to disburse all the allocated capital plan for 2025.

Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh said: The Provincial People's Committee has just issued an official dispatch directing the Department of Finance to preside over and coordinate with program owners and localities to grasp the progress of the implementation of the National Target Program, promptly advise on regulating and transferring capital from projects that cannot disburse to projects in need.

The program's host agencies (Department of Agriculture and Environment; Department of Ethnic Minorities and Religions) must proactively review, advise on the issuance and amendment of relevant legal documents; and at the same time establish working groups or teams to inspect, monitor, and promptly remove difficulties and obstacles in localities.

Departments, branches, sectors, People's Committees of communes and wards assigned capital and budget for the National Target Program must assign responsibility to the head in capital disbursement work and take full responsibility for the disbursement results of the projects.

The People's Committees of communes and wards shall develop detailed plans for the implementation progress and disbursement of capital in 2025 for projects and contents assigned capital periodically every week/month/quarter. On that basis, assign specific tasks to officials and civil servants in charge of directing, monitoring, and urging, in accordance with the "6 clear" principle: Clear people, clear work, clear responsibility, clear authority, clear time, clear results.

For ongoing projects, the Provincial People's Committee requires investors to concentrate maximum resources for implementation; organize acceptance and disbursement as soon as the volume is completed, not to let it accumulate at the end of the year, and strive to disburse 100% of the investment capital plan for 2025.

For career capital, units are directed to prepare and complete documents and procedures to submit to competent authorities for approval according to regulations to serve as a basis for organizing implementation and disbursement of the budget assigned in the year. At the same time, urgently review the contents that no longer have objects or spending tasks, report to the Provincial People's Committee for consideration and direction...
