Concretizing the spirit of Resolution 71
According to Meritorious Teacher Nguyen Van Ngai, former Deputy Director of the Department of Education and Training of Ho Chi Minh City, the Draft Action Program of the Party Central Committee to implement the Resolution of the 14th National Congress of Delegates stated that the development and implementation of the National Target Program to modernize and comprehensively improve the quality of education and training is a very correct orientation.
The development and implementation of the Program has concretized Resolution No. 71-NQ/TW of the Politburo issued on August 22, 2025 on educational and training breakthroughs (Resolution 71).
The resolution emphasizes fundamental changes in management thinking, policies and methods in the education sector, aiming to create a "new revolution" to raise the level of Vietnamese education.
"I believe that the development and implementation of the National Target Program to modernize and comprehensively improve the quality of education and training this time is an action to concretize the spirit of Resolution 71, while continuing the precious tradition of the Party and Uncle Ho when considering education as the top national policy," Mr. Ngai expressed.

Right after the country gained independence, President Ho Chi Minh wrote in a letter to students on the opening day of the school year: "Whether Vietnam's mountains and rivers become beautiful or not, whether the Vietnamese people can step up to the stage of glory to stand shoulder to shoulder with the world powers or not, depends largely on your studies." "This is a message reminding the entire education sector of its responsibility and mission in the development of the country," Mr. Ngai emphasized.
According to Mr. Nguyen Van Ngai, over the past years, despite many difficulties, the Vietnamese education sector has achieved many remarkable achievements. The quality of general education has been improved, digital transformation and innovation in teaching methods and student assessment have made remarkable progress, which is an important premise for realizing the goal of modernizing education in the new period.
Similarly, Mr. Dinh Van Trinh, Principal of Nguyen Hien Secondary School (Tan Thuan Ward, Ho Chi Minh City) said that the development and implementation of this program is a strategic policy of the Party and State.
“This is not only the right direction but also an inevitable requirement in the period of digital transformation, integration and rapid development of science and technology. Modernizing education is not only about equipment but more importantly, about educational thinking, teaching methods and school management models,” said Mr. Trinh.

Equity in access to education
Mr. Nguyen Van Ngai said that to effectively implement the Program, it is necessary to invest synchronously in the following areas: building facilities, equipping technological equipment, developing teaching staff, improving school management capacity, innovating teaching methods and organizing learning. At the same time, it is necessary to ensure fairness in access to education, avoiding large gaps between urban and rural areas, between favorable and difficult areas; schools in remote and isolated areas need to be prioritized.
The program also needs to put the development of learners' capacity at the center, helping students develop creative thinking, life skills and the ability to adapt to the digital environment; viewing students as "learning subjects" instead of just knowledge recipients.
Implementation requires clear governance and enforcement mechanisms, with a specific roadmap, transparent assessment criteria and clear assignment of responsibilities. In addition, it is necessary to mobilize social resources and strengthen international cooperation, taking advantage of the participation of businesses, international organizations and technology to improve education, contributing to regional and global integration.
Sharing the same view, Mr. Dinh Van Trinh emphasized that general education is the foundation for forming students' personality, qualities, self-study ability and creativity. Therefore, all policies to improve the quality of education must start with investment and support for general schools in terms of facilities, staff and programs. Only when the foundation is solid can we talk about comprehensive modernization.
Training, coaching and especially empowering and encouraging creativity for teachers will be a breakthrough step, creating real change in schools. In addition, digital transformation in education is an inevitable trend.
However, in reality, there are still large disparities between regions. In many schools in remote and disadvantaged areas, facilities and technological equipment are limited, making access to modernisation programmes difficult.
"Therefore, for the National Target Program to be effective, it is necessary to invest with focus and priority for disadvantaged areas, while ensuring fairness in learning opportunities for all students," Mr. Trinh emphasized.
