To concretize the spirit of Resolution 71
According to Distinguished Educator Nguyen Van Ngai, former Deputy Director of the Ho Chi Minh City Department of Education and Training, the draft Action Program of the Central Committee of the Communist Party of Vietnam to implement the Resolution of the 14th National Congress of the Communist Party of Vietnam, which states that building and implementing the National Target Program for modernization and comprehensive improvement of the quality of education and training is a very correct direction.
The development and implementation of the Program has concretized Resolution No. 71-NQ/TW of the Politburo issued on August 22, 2025, on breakthroughs in education and training (Resolution 71).
The resolution emphasizes fundamental changes in management thinking, policies, and methods within the education sector, aiming to create a "new revolution" that will elevate Vietnamese education.
"I believe that the construction and implementation of the National Target Program for the modernization and comprehensive improvement of the quality of education and training this time is a concrete action to realize the spirit of Resolution 71, and at the same time continues the precious tradition of the Party and President Ho Chi Minh in considering education as a top national priority," Mr. Ngai expressed.

Immediately after the country gained independence, President Ho Chi Minh wrote in a letter to students on the opening day of the school year: "Whether the Vietnamese nation will become beautiful and prosperous, and whether the Vietnamese people will reach the pinnacle of glory to stand shoulder to shoulder with the great powers of the five continents, depends largely on your studies." "This is a message reminding the entire education sector of its responsibility and mission in the development of the country," Mr. Ngai emphasized.
According to Mr. Nguyen Van Ngai, over the years, despite many difficulties, the Vietnamese education sector has achieved many remarkable accomplishments. The quality of general education has improved, digital transformation and innovation in teaching methods and student assessment have made significant progress, which is an important prerequisite for achieving the goal of modernizing education in the new phase.
Similarly, Mr. Dinh Van Trinh, Principal of Nguyen Hien Secondary School (Tan Thuan Ward, Ho Chi Minh City), believes that the development and implementation of this program is a strategic policy of the Party and the State.
"This is not only the right direction but also an essential requirement in the era of digital transformation, integration, and rapid development in science and technology. Modernizing education is not just about equipment, but more importantly, about educational thinking, teaching methods, and school management models," Mr. Trinh stated.

Equity in access to education
Mr. Nguyen Van Ngai argued that, to effectively implement the Program, comprehensive investment is needed in various areas: building infrastructure, equipping with technology, developing the teaching staff, improving school management capacity, and innovating teaching methods and learning organization. At the same time, equity in access to education must be ensured, avoiding large gaps between urban and rural areas, and between advantageous and disadvantaged regions; schools in remote and disadvantaged areas should be prioritized.
The program should also place the development of learners' competencies at the center, helping students develop creative thinking, life skills, and the ability to adapt to the digital environment; viewing students as "learning subjects" rather than just recipients of knowledge.
Implementation requires clear governance and enforcement mechanisms, with a specific roadmap, transparent evaluation criteria, and clear assignment of responsibilities. In addition, it is necessary to mobilize social resources and strengthen international cooperation, leveraging the participation of businesses, international organizations, and technology to elevate education and contribute to regional and global integration.
Sharing this view, Mr. Dinh Van Trinh emphasized that general education is the foundation for shaping students' character, qualities, self-learning abilities, and creativity. Therefore, all policies to improve the quality of education must begin with investing in and supporting general schools in terms of facilities, staff, and curriculum. Only with a solid foundation can we talk about comprehensive modernization.
Training, capacity building, and especially empowering teachers and encouraging creativity will be a groundbreaking step, creating substantive change in schools. In addition, digital transformation in education is an inevitable trend.
However, the reality shows that there are still significant disparities between regions. In many schools in remote and disadvantaged areas, facilities and technological equipment are limited, making it difficult to access modernization programs.
"Therefore, for the National Target Program to be effective, it is necessary to invest strategically and prioritize disadvantaged areas, while ensuring equal educational opportunities for all students," Mr. Trinh emphasized.
