On the afternoon of November 4, the Hanoi Department of Education and Training held a seminar on building digital transformation solutions in schools and implementing teaching in foreign languages at colleges, intermediate schools, vocational education centers - continuing education.
Director of Hanoi Department of Education and Training Tran The Cuong chaired the discussion.
Emphasizing the significance and importance of applying information technology, digital transformation and teaching in foreign languages, Director of the Hanoi Department of Education and Training Tran The Cuong said that, with the position of the capital's education, these contents need to be further promoted at vocational training institutions.
The Seminar aims to concretize the objectives of the Government 's Project "Making English the Second Language"; at the same time, implement the City People's Committee's plan on the "Digital Education for All" movement and the requirement of teaching in foreign languages according to Decree No. 222/2025/ND-CP of the Government. This is also an opportunity for units and schools to exchange and share experiences in improving the effectiveness of digital transformation and organizing teaching in foreign languages.
According to Mr. Tran The Cuong, in the context of digital transformation becoming an inevitable trend, popularizing digital knowledge for the entire population plays an important role in narrowing the digital gap, improving national competitiveness and ensuring no one is left behind.
The "Digital Education for All" movement is being launched and spreading widely. This requires the Capital's Education sector to promote digital transformation and implement "digital education and training methods".
To meet the requirements of modernization, the Capital Education sector must carry out comprehensive digital transformation: Switch from traditional learning materials to digital learning materials that are open and multi-disciplinary; at the same time, build a digital training process that allows for personalized learning.

Director of Hanoi Department of Education and Training Tran The Cuong speaks
Currently, in Hanoi, there are 68 colleges, 85 secondary schools, 29 vocational education and continuing education centers, out of a total of 352 vocational education institutions and establishments with vocational education activities. More than 70% of colleges and secondary schools have deployed learning management platforms and online training management systems; at the same time, digitized records, learning materials, and electronic lesson plans.
Some units are pioneers in applying technology and artificial intelligence to teaching; many teachers have initially used artificial intelligence tools in lesson design, assessment and exploitation of online learning platforms to expand learning space.
Opinions at the seminar focused on analyzing "bottlenecks" in data management, system operation and digital learning materials development; at the same time, proposing feasible models and solutions to build digital training processes and organize effective teaching in foreign languages, in which the application of artificial intelligence and digital technology is a mandatory tool.
From practical difficulties and limitations, delegates recommended that the City support investment in upgrading information technology infrastructure; build digital platforms and shared digital science warehouses; research and develop artificial intelligence applications; complete regulations on conditions for online training activities and implementation instructions...
Representatives of technology enterprises participating in the Dialogue also affirmed their spirit of companionship and responsibility with the Capital Education sector in promoting digital transformation in the system of vocational education institutions.
