On the afternoon of November 4, speaking at the discussion at Group 8 to contribute ideas to the draft documents to be submitted to the 14th National Congress of the Party, delegate Tran Thi Hoa Ry, Vice Chairwoman of the National Assembly's Ethnic Council, highly appreciated the comprehensiveness and scientific nature of the draft documents.
Delegates expressed their complete agreement with the general comments and assessments; achievements, limitations, causes and lessons learned after 5 years of implementing the Resolution of the 13th National Congress; general assessment of the country's foundation, potential, position and prestige over 40 years of renovation; great achievements of historical significance; limitations and weaknesses that need to be resolutely overcome and 5 theoretical lessons on the renovation policy...
"However, we need to frankly acknowledge that the gap between ethnic minority and mountainous areas and the plains and urban areas is still large; the capacity for implementation in some localities is still limited; some policies are overlapping, lack cohesion and have not really promoted the internal strength of the people," said delegate Hoa Ry.

The Vice Chairman of the National Assembly's Council for Ethnic Minorities emphasized that in reality, ethnic minority areas are still facing five key issues: the growing development gap between ethnic minority areas and urban areas; low quality of human resources; environmental degradation and resource depletion; the risk of losing traditional cultural identity and potential factors of social instability.
Therefore, delegate Tran Thi Hoa Ry suggested that the Central Committee needs to comprehensively summarize Resolution 24-NQ/TW on ethnic affairs (issued in 2003) to continue perfecting new policies, suitable to the current context and development requirements.
In addition, in the content on limitations and weaknesses in the Document, delegates suggested considering adding: Assessment content on the current status of infrastructure conditions, socio- economic development situation, access to services... in ethnic minority and mountainous areas with difficulties; clarifying subjective causes originating from the staff such as: A number of staff are still limited in qualifications, not meeting the requirements of job positions, standards, staff titles...
Delegates expressed their hope that the Political Report Drafting Team should clarify the positive changes in ethnic affairs and ethnic policies. During the past term, the implementation of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period has brought about many important results: Essential infrastructure, material and spiritual life of the people have been gradually improved; the poverty rate has decreased significantly; people's trust in the Party and the State has been increasingly consolidated.

Regarding the continued building and synchronous completion of institutions for rapid and sustainable national development , delegates proposed reviewing the guiding ideas and directions of the Politburo in Resolution 66-NQ/TW dated April 30, 2025 (on innovation in law-making and enforcement to meet the requirements of national development in the new era) and Resolution 68-NQ/TW dated May 4, 2025 (on private economic development) to complete the orientation content on building and completing institutions of the draft Report.
Regarding sustainable social management and development; ensuring progress and social justice , delegates proposed to study and supplement directions and tasks for solving issues related to ethnicity and religion in a more comprehensive manner, linked to the requirements of sustainable development, ensuring progress and social justice.
Regarding ensuring progress, social justice, social security, social welfare, social security and human security , the draft Report mentions "prioritizing policy subjects, vulnerable subjects and subjects in the informal sector...", delegates suggested considering adding subjects: Ethnic minorities, especially ethnic minorities with small populations.
The delegates also recommended that the document should clarify the role of national solidarity associated with promoting socialist democracy , ensuring human rights, civil rights, and equality among ethnic groups; at the same time, emphasizing the task of building awareness of respect for the Constitution and laws throughout society, considering this a core element of political culture and rule of law culture in the socialist rule of law state of Vietnam.
