The agricultural sector is shifting from a mindset of quantity production to value creation.

According to Mr. Tran Cong Thang, Director of the Institute of Strategy and Policy on Agriculture and Environment, the consistent orientation in the development strategy of the Agriculture and Environment sector is to shift from quantity production thinking to value creation, from resource exploitation to resource conservation and regeneration.

On the morning of November 5, at a press conference on activities to celebrate the 80th anniversary of the agriculture and environment sector (1945-2025), delegates said that Vietnamese agriculture has affirmed its important role in ensuring food security, developing exports and initially establishing its name on the world agricultural map.

However, to reach parity with advanced countries such as the Netherlands, Israel or the United States, the need to innovate the growth model associated with green economy , science and technology and environmental management is becoming urgent.

A strong shift in development thinking

Mr. Tran Cong Thang, Director of the Institute of Strategy and Policy on Agriculture and Environment, said that the development of Vietnam's agriculture over the past decades has been associated with important milestones. From reforming the contracting mechanism, innovating the market economy to the policy of opening up agricultural exports, the agricultural sector has gradually overcome old limits to raise its level in the region and the world .

According to Mr. Thang, Vietnam has built effective production systems, notably rice production and rice export. From a position of food shortage, Vietnam has become the world's leading rice exporter, with a farming process highly appreciated by international experts for its ecology and efficiency. The development of the coffee, pepper, livestock, forestry, etc. industries has also contributed to creating a new image for Vietnamese agriculture.

From 2020 to 2023, Vietnam will maintain two important indicators: being in the group of 20 countries with the strongest agriculture and being among the top agricultural exporting countries in the world. “This shows that we are not only aiming for but have gradually achieved the position of an influential country in agriculture,” Mr. Thang emphasized.

However, according to him, catching up with developed countries cannot be done by following the model. Each country such as Israel, the Netherlands or the United States has its own natural conditions and strategies, from super water-saving irrigation technology to large-scale farm models. Vietnam must determine a path that is suitable to its existing advantages in terms of land, ecology and rich biodiversity.

Director Tran Cong Thang emphasized that the consistent orientation in the development strategy of the agricultural and environmental sector is to shift from quantity production to value creation, from resource exploitation to resource conservation and regeneration.

Vietnam must aim to build a national brand for clean, safe products with clear geographical indications. Ecological agriculture is not only a trend, but also a requirement of the global market. Green agriculture models, circular livestock farming, and emission control are goals that cannot be delayed, which are the foundation for Vietnam to continue to deeply integrate and meet international sustainability standards.

Science and technology are the key driving force for the new era.

Regarding the same issue, Deputy Minister of Agriculture and Environment Phung Duc Tien said that the growth of Vietnam's agriculture in recent years has largely come from the application of science and technology, despite the increasingly narrowing production area. Rice output has remained stable thanks to increased productivity and quality. This is proof of the effectiveness of technical innovation in production.

The Deputy Minister said that agricultural development must follow the eco-economic zone model, converging factors of land, climate and human resources, in order to create products of high value and competitiveness in the world market. Along with that, deep processing is the key to increasing added value instead of just exporting raw materials.

Mr. Tien pointed out three new pillars of growth: Green economy; Circular economy; Reduction of greenhouse gas emissions. “If we grasp these trends, natural advantages and human advantages will be maximized,” said Deputy Minister of Agriculture and Environment Phung Duc Tien.

Deputy Minister Phung Duc Tien affirmed: "Vietnam cannot copy the model of any country. Israel has water-saving technology because they lack water, the Netherlands develops high-tech agriculture on a small scale, the United States and the United Kingdom are strong in large farms... Each model has its own characteristics, Vietnam needs to inherit the quintessence, but must start from practical conditions."

According to him, the successful lessons of Vietnamese agriculture over the past 30 years, from the 10-contract to the market economy, show that when the policy is correct, farmers will become the strongest subject of development. Therefore, institutional reform, promoting business investment in agriculture, encouraging cooperatives and reorganizing production will continue to be the focus.

In the coming period, the agricultural and environmental sector aims to maintain its role as a pillar of the economy in the new context, while gradually turning Vietnam into a country with modern and ecological agriculture, deeply integrated with the world market.
