In the draft Political Report, “happiness” was included in the theme of the 14th Congress: “Under the glorious flag of the Party, join hands and unite to successfully implement the country's development goals by 2030; be strategically autonomous, self-reliant, self-confident, and move forward strongly in the era of the nation's rise for peace , independence, democracy, wealth, prosperity, civilization, happiness, and steadily move towards socialism.”
This is the first time in the history of congresses that the word “happiness” has been placed at the center of the national development philosophy. Many opinions say that when “happiness” is placed next to “prosperity” and “civilization”, it is an important shift in thinking.
This thinking reflects the Party's new vision of people, the goals of development and the nature of institutions. Development aims at creating material wealth while ensuring that each citizen is protected, respected and has opportunities shared.
If “prosperity” symbolizes material strength and “civilization” reflects intellectual and cultural level, then “happiness” is the foundation of human values, beliefs and ethics that help the other two pillars have deeper and more sustainable meaning.
The identification of “happiness” in the theme of the 14th Congress is an affirmation that development for people is the essence of every progressive institution. Happiness does not simply appear as a result of economic growth, but is formed from freedom, justice and dignity; guaranteed by a humane institution, always caring for each citizen in the common development process.
In fact, this idea is gradually being realized in many localities. Hanoi has included “happiness” in its urban development orientation for the period 2025-2030, with the vision of building a “civilized - modern - happy” capital.
Cao Bang province also pioneered in establishing the “Cao Bang Happiness Index” (CB-HPI) in the Resolution of the Party Congress for the 2025-2030 term, striving to have over 90% of communes achieving a CB-HPI score of 90 or higher by 2030. These steps show that “happiness” has become a social governance criterion, not just a symbolic value.
By placing “happiness” alongside “prosperity” and “civilization” in the Draft Documents of the 14th National Congress, the Party has opened a new approach to development, which is national governance based on people’s trust and satisfaction. A happy country is a place where people not only have enough food and clothing, but are also trusted, listened to, and inspired to join hands in creating the future.
“Happiness” when becoming the destination of all policies is also the highest measure of prosperity and civilization of a country.
