Along with organizing the dissemination of Resolution No. 02-NQ/TW dated March 17, 2026, of the Politburo on "Building and developing Hanoi Capital in the new era," the Standing Committee of the City Party Committee simultaneously implemented an Action Program to carry out the above Resolution with specific tasks and solutions.

In the spirit of urgently implementing the Resolution, one of the key tasks and solutions outlined is the comprehensive development of the culture and people of the capital city. The overarching principle is to use tangible results as a measure and to make the satisfaction and happiness of the people the ultimate goal.

Culture and people are the foundation and endogenous resources.

First and foremost, it must be affirmed that Resolution No. 02-NQ/TW of the Politburo demonstrates a shift in the thinking behind the development of the capital city. The outstanding and superior aspects of the Resolution have equipped Hanoi with the most modern "tools" (superior institutions, sandbox mechanisms, artificial intelligence, digital economy, etc.), creating favorable conditions for Hanoi to quickly implement the Resolution. The results of implementing the Resolution will be felt month by month and year by year, thereby making a significant contribution to helping Hanoi accelerate its development and become a global city, leading the region in the new era.

The most noticeable aspect is that the Action Program of the Standing Committee of the City Party Committee implementing Resolution No. 02-NQ/TW of the Politburo is a system of key tasks and solutions that directly address central and priority issues, while also detailing specific targets, tasks, programs, projects, and plans, and clearly identifying the lead implementing agency, coordinating agencies, expected outcomes, and completion deadlines.

Among the nine key tasks and solutions outlined in Resolution No. 02-NQ/TW, the fourth group, focusing on the comprehensive development of Hanoi's culture and people, has several noteworthy new points. According to Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong, the new aspect is that Resolution No. 02-NQ/TW has added the element of "happiness" to the goals and solutions for building a living environment. A major difference is that Resolution No. 02-NQ/TW does not merely preserve heritage mechanically, but requires "transforming heritage into living assets," forming "creative channels" and axes. "Heritage - Knowledge - Technology".

In particular, Resolution No. 02-NQ/TW outlines the view that the development of culture and people is the foundation, endogenous resource, and breakthrough driving force for the sustainable development of the Capital. The overarching orientation is to build the Capital into a "Cultural - Civilized - Modern - Happy" city; in which culture must be placed on par with the economy, politics, and society. With people at the center, emphasis is placed on building elegant, civilized, and comprehensively developed Hanoi residents, linked to national values ​​and the thousand-year-old cultural tradition, thereby maximizing the nation's "soft power" in the new era.

Clearly defined deadlines and implementing agencies.

Specifically outlining the key tasks and solutions for the comprehensive development of culture and people in the capital city, according to Nguyen Xuan Luu, Member of the Standing Committee of the City Party Committee and Vice Chairman of the Hanoi People's Committee, Hanoi focuses on preserving heritage, developing the cultural industry, improving the quality of education, healthcare, social welfare, and attracting high-quality human resources...

In this spirit, the Action Program of the Standing Committee of the Hanoi City Party Committee to implement Resolution No. 02-NQ/TW of the Politburo has set out 15 specific tasks. Accordingly, the city will preserve and restore relics and heritage sites, promote the value of heritage in conjunction with the development of cultural tourism, cultural industries, and traditional education. In particular, it will preserve, restore, reconstruct, and expand the space of typical historical and cultural relics of the capital city such as the Thang Long Imperial Citadel Heritage Site, the Co Loa Relic Site, and the Temple of Literature - National University.

Furthermore, building on the thousand-year-old cultural traditions of Hanoi, the city continues to focus on preserving and promoting the values ​​of the people of Hanoi: "elegant, civilized, responsible, and compassionate." Hanoi also continues to develop the cultural industry and the market for cultural services; building unique cultural models, brands, and products of the capital city that are internationally recognized and linked to tourism.

In particular, in the new context, the city focuses on forming a creative startup ecosystem in the field of culture and arts; developing "creative hubs" and typical creative centers along the "Heritage - Knowledge - Technology" axis; and building exemplary, enduring cultural and architectural works that are symbolic of the capital and the nation in the new era.

With the overarching goal of building a capital city that is "Cultural - Civilized - Modern - Happy," the city ensures a civilized, modern, humane, and happy living environment. The people of Hanoi have opportunities to learn, create, start businesses, and contribute; and to develop comprehensively in terms of intellect, physical health, morality, and civic responsibility.

In the field of education and training, the city is developing modern education and training with deep international integration; expanding integrated education methods that combine science, technology, engineering, and mathematics (STEM) with arts (STEAM). Simultaneously, it is training high-quality, creative human resources; attracting leading intellectuals and experts both domestically and internationally; and relocating higher education institutions according to the plan.

Notably, Hanoi will develop concentrated university urban areas linked to high-tech zones and development hubs; striving to have two higher education institutions in the city by 2030 with some disciplines ranking among the top 100 universities in the world. In the healthcare sector, the city will manage people's health using digital data; develop high-tech, specialized, and smart healthcare; and build several hospitals that meet regional and international standards. Simultaneously, it will enact policies to encourage the development of high-quality private healthcare, medical tourism, the silver economy, and integrated healthcare complexes for the elderly…

To further improve the quality of life for its citizens, the city is developing a comprehensive social security system, enhancing welfare, ensuring that all citizens have access to high-quality basic services, and achieving sustainable poverty reduction. Accordingly, poverty reduction efforts are being implemented in a sustainable manner; social insurance and social assistance are being expanded; support is being provided to ethnic minority communities; the development gap between urban and rural areas is being narrowed; and social security programs are being developed to improve social welfare and ensure that all citizens have access to high-quality basic services (education, healthcare, housing, clean water, information, etc.).

In line with the specific tasks outlined above, the Action Program clearly states 26 tasks, projects, plans, and programs; it also clearly identifies the lead implementing agency, coordinating agencies, expected outcomes, and completion deadlines.

For the comprehensive development of the capital's culture and people, recognizing this as a group of tasks and solutions of particular interest to the people, the city has set deadlines for completing the construction of projects, implementing plans, and programs focusing on the period 2026-2030. Typical examples include the project to preserve national and city-level historical relics (Thang Long Imperial Citadel, Temple of Literature - National University, Hoan Kiem Old Quarter, Co Loa Ancient Town, Son Tay Ancient Citadel, Duong Lam Ancient Village, etc.), with a completion deadline before the fourth quarter of 2028. The project to invest in the construction of several specialized hospitals in the city (Hanoi Oncology Hospital, Branch 2; Hanoi Kidney Hospital, Branch 2; Hanoi Pediatric Hospital, Phase II; Geriatric Hospital, etc.) is scheduled for completion before 2030. The project to build seven advanced, modern, high-quality multi-level schools is also scheduled for completion before 2030...

In addition, the task of popularizing an integrated education approach that combines science, technology, engineering, and mathematics, along with the arts, will be completed in the fourth quarter of 2026.

Understand correctly, act immediately, and see it through to the end.

The comprehensive development of the culture and people of the capital city is one of the key tasks and solutions outlined in Resolution No. 02-NQ/TW of the Politburo, aiming to help the city realize its ultimate goal: the satisfaction and happiness of its people.

Politburo member and Hanoi Party Secretary Nguyen Duy Ngoc requested that Party committees, organizations, and the entire political system of Hanoi thoroughly understand and seriously and effectively implement Resolution No. 02-NQ/TW with the spirit of "Understanding correctly, acting immediately, and seeing it through to the end"; promptly develop action programs and work plans covering the "four axes" with the motto "six clear points, one consistent point," and quickly put the Resolution into practice to create concrete results. Agencies, units, and each level and sector must develop implementation plans with clear roadmaps, specific assignments, and accountability for each individual. Each program and action plan must produce concrete results, with measurable targets and completion deadlines; and strengthen inspection, supervision, and follow-up throughout the "four axes."

Hanoi, the capital city, is realizing its goals and tasks in the new era, the era of national progress. In this context, Resolution No. 02-NQ/TW, issued and urgently implemented by the city's political system, not only redefines Hanoi's stature but also creates momentum for the capital to achieve breakthrough development, reaching the level of capitals in developed countries worldwide, and moving towards a globally connected city.
