Minimum 1 year's salary support
The government has just issued Decree No. 227 detailing the implementation of Resolution No. 218/2025/QH15 of the National Assembly on universal preschool education for children aged 3 to 5. This includes regulations on investment in developing the network of schools, classrooms, facilities, teaching equipment, supplies, and toys; policies for developing the teaching staff and supporting children; the roadmap for achieving standards, recognition criteria, facilities, teaching equipment, supplies, and toys, etc.
The decree requires ensuring the maximum number of preschool teachers is allocated according to the established norms; and ensuring the appropriate benefits and policies for the management staff, teachers, and employees involved in universal preschool education for children aged 3 to 5 in preschool educational institutions.

Specifically, preschool teachers newly recruited from the 2025-2026 school year, in accordance with the law, will be responsible for universal preschool education for children aged 3 to 5 years old, commit to working at the public preschool they are recruited for at least 5 years, and will receive a minimum support allowance equivalent to one year's basic salary or an equivalent amount when salary policies change.
Principals, vice-principals, teachers, and staff at public preschools participating in the task of universal preschool education for children aged 3 to 5 years old will receive a support allowance of 960,000 VND/month.
Priority should be given to allocating surplus premises for preschools.
The decree also stipulated increased allocation of budgetary resources for infrastructure investment and encouraged attracting social resources to invest in the construction of preschools.
Prioritize allocating clean land, allowing flexible conversion of land use purposes to land for the construction of preschool education facilities; focus on land clearance and handing over clean land for preschool education projects.
This includes policies to waive land use fees, reduce land rent, and lower land tax for preschools. Corporate income tax is not applied to public preschools and non-profit private preschools.
Priority should be given to allocating surplus state-owned office buildings after restructuring to preschools; and allowing the leasing of state-owned facilities to private preschools.
The decree stipulates a roadmap to achieve the standard by 2028, with at least 50% of provinces and cities meeting the standard for universal preschool education for children aged 3 to 5. By 2030, 100% of provinces and cities will meet the standard for universal preschool education for children aged 3 to 5.
