Support for at least 1 year's salary

The Government has just issued Decree No. 227 detailing the implementation of Resolution No. 218/2025/QH15 of the National Assembly on universalizing preschool education for children from 3 to 5 years old. It stipulates investment in developing the network of schools, classes, facilities, teaching equipment, tools, and toys; policies on staff development and child support; roadmap to meet standards, recognition standards, facilities, teaching equipment, tools, toys, etc.

The Decree requires ensuring the arrangement of a sufficient number of preschool teachers at the maximum level according to the norm; ensuring the regime and policies for the team of managers, teachers and staff performing the task of universalizing preschool education for children from 3 to 5 years old in preschool education facilities.

Decree No. 227 has a roadmap to 2030, 100% of provinces and cities will meet the standards of universal preschool education for children from 3 to 5 years old.

In particular, newly recruited preschool teachers from the 2025-2026 school year according to the provisions of law, performing the task of universalizing preschool education for children from 3 to 5 years old, committing to work at the recruited public preschool education institution for at least 5 years, and enjoying a minimum support policy of 1 year of basic salary or equivalent when there is a change in salary policy.

For Principals, Vice Principals, teachers and staff at public preschools participating in the task of universalizing preschool education for children from 3 to 5 years old, they will receive a support fund of VND 960,000/month.

Prioritize surplus headquarters for preschools

The Decree also stipulates increasing resources from the budget for investment in infrastructure, and encourages attracting social resources to invest in building preschools.

Prioritize clean land funds, allow flexible conversion of land use purposes to land for building preschool education facilities; focus on site clearance and allocation of clean land for preschool education projects.

This includes policies to not collect land use fees, reduce land rent and land tax for preschools. Corporate income tax is not applied to public preschools and private preschools operating not for profit.

Prioritize the allocation of surplus state agency headquarters after reorganization to preschool education facilities; allow the application of the form of leasing state-owned facilities to private preschool education facilities.

The Decree stipulates a roadmap to achieve the standard by 2028, with 50% or more of provinces and cities meeting the standard for universal preschool education for children aged 3 to 5. By 2030, 100% of provinces and cities will meet the standard for universal preschool education for children aged 3 to 5.
