According to National Assembly Deputy Tran Thi Hong An (Quang Ngai), the draft Law on Construction (amended) has concretized the Party's new policies such as Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation, Resolution 59-NQ/TW on international integration in the new situation and international experience to complete the draft Law.
The new point of the draft Law is to encourage construction investment activities. Accordingly, the State has mechanisms and policies to encourage research, investment in development, and use of new construction materials, recycled materials, green materials, lightweight materials, smart materials, environmentally friendly materials, and materials suitable for coastal and island areas, ensuring sustainable development and protecting national defense and security. Encourage investment activities, certify green buildings, smart buildings, buildings that use energy and resources efficiently, ensuring environmental protection requirements, developing ecological urban areas, smart urban areas, adapting to climate change, and sustainable development.

However, the delegate noted that regarding construction materials, there is still a constraint in Clause 2, Article 8, which is that structural materials used for construction works must comply with the construction design and technical instructions, if any, meaning that the "mold" is still narrow, compared to the above-mentioned encouragement regulations.
Therefore, delegates suggested that the Government should have detailed regulations to ensure feasibility when implementing incentives for construction investment activities.
Regarding international cooperation, delegate Tran Thi Hong An stated that the draft Law stipulates that domestic organizations and individuals are encouraged to expand international cooperation in construction investment activities, transfer technology, techniques, management experience and use of new materials; however, this provision is not complete.
The delegate emphasized that in international cooperation, we need to take advantage of cooperation in capital mobilization, in the field of technology, especially the transfer of modern technology, green technology, clean technology and sustainable development technology, international cooperation in signing bilateral and multilateral cooperation agreements, or in training and using high-quality human resources...

“We need to attract ODA capital, FDI capital and preferential loans from financial agencies and financial funds for urban infrastructure projects as well as energy projects and public-private partnership (PPP) projects,” the delegate noted.
National Assembly Deputy Pham Van Hoa (Dong Thap) noted that the draft Law on Construction (amended) only stipulates the principle of environmental protection in construction, which is very general. It is necessary to assign the Government to guide and regulate environmental protection in which fields and which factors affect the environment...

Regarding project appraisal and investment decisions, delegate Pham Van Hoa said that the draft Law only regulates appraisal for public investment, PPP investment, and business investment, but has not clarified the authority and appraisal for other construction investment projects such as ODA capital and preferential loans. In particular, investors must be responsible for the quality of the project and the consequences of the project due to shortcomings in construction investment.
At the same time, delegates suggested that the draft Law should supplement regulations on safety, especially for civil works, such as requirements on fire prevention and electrical and water safety. If there are violations, they must be strictly handled.
