


Restructuring the Capital Region's aviation network
Presenting the Government's Report, Minister of Construction Tran Hong Minh said that Noi Bai International Airport is the main international aviation gateway of Hanoi Capital and the Northern key economic region. Recently, the number of passengers passing through Noi Bai International Airport has increased higher than the national average; however, it is currently operating beyond its designed capacity, and there are still some limitations in service quality, utilities, and technology compared to other international airports in the region. Although Noi Bai International Airport has researched and planned for expansion, it has encountered many difficulties due to limitations in land fund, site clearance, and the need for time to complete.

The Minister of Construction stated that, in that context, the investment in the construction of Gia Binh International Airport is a strategic and breakthrough step, contributing to the restructuring of the Capital Region's aviation network according to the "dual hub" model that has been successfully applied by many major cities in the world such as London (UK), Tokyo (Japan). Gia Binh International Airport will play a strategic complementary role to Noi Bai, promoting advantages in space, connectivity and infrastructure, while creating momentum for the development of industry, logistics, e-commerce, tourism and services. The project also has special significance in ensuring national defense, security and serving important foreign affairs events, especially the APEC Summit in 2027.
Regarding the scale of investment, the Proposal stated that Gia Binh International Airport is invested with a level 4F scale according to the standards of the International Civil Aviation Organization (ICAO); meeting the exploitation needs of about 30 million passengers/year and 1.6 million tons of cargo/year by 2030; about 50 million passengers/year and 2.5 million tons of cargo/year with a vision to 2050.
Presenting the preliminary review report on the approval of the investment policy for the Gia Binh International Airport Construction Investment Project, Chairman of the Economic and Financial Committee Phan Van Mai stated that, regarding the necessity of investment, the Standing Committee of the Economic and Financial Committee agreed with the necessity of investing in the Project for the reasons stated in Submission No. 1004/TTr-CP.

There are suggestions to supplement the forecast of transport demand in the coming period of Gia Binh Airport and the allocation of traffic with neighboring airports. At the same time, clarify the feasibility and technical compatibility of the "multi-hub aviation model of the Capital region" to ensure safety, efficiency and synchronization in operation.
Regarding the project's compliance with the National Assembly's authority to decide on investment policies and project documents, the Standing Committee of the Economic and Financial Committee found that the project meets the criteria under the National Assembly's authority to decide on investment policies according to the provisions of the Investment Law. The project's basic components meet the requirements, but the time for submitting the documents does not meet the requirements according to the provisions of the Investment Law; it is recommended to review and supplement documents on the legal status of the investor and documents proving the investor's financial capacity according to the provisions.
The environmental impact of the project needs to be carefully assessed.
Through discussion, the National Assembly Standing Committee agreed with the Government's proposal to submit to the National Assembly for consideration the investment policy of the Gia Binh International Airport construction investment project at the 10th Session.
Concerned about the feasibility of the project's implementation schedule in phase 1, Chairman of the Law and Justice Committee Hoang Thanh Tung emphasized that the workload is large, especially site clearance and relic relocation. Therefore, the Government needs to urgently issue guiding documents on specific mechanisms and policies for compensation, resettlement and relic relocation to ensure progress.

Chairman of the Committee for Science, Technology and Environment Nguyen Thanh Hai requested an assessment of the project’s environmental impact, especially the impact on flood discharge and irrigation systems in the affected areas, especially in the context of unusual rains in Thai Nguyen, Bac Giang and Bac Ninh. Careful calculations and clarification of the design of the regulating area are needed to ensure local drainage in case of heavy rain.

Vice Chairman of the National Assembly Vu Hong Thanh stated that Gia Binh International Airport aims to serve national security and defense purposes, while supporting the reduction of the load on Noi Bai International Airport in the context of rapid growth of the regional aviation market, meeting the requirements of forming a multi-center aviation network of the Capital, ensuring national competitiveness with the orientation of developing the national transport network, creating a driving force for socio-economic development. The Vice Chairman of the National Assembly also stated that the project is not only a national symbol but also demonstrates the new economic stature of Vietnam.
The Vice Chairman of the National Assembly requested the Government to direct ministries, branches and localities to coordinate with investors to propose projects to receive opinions from the National Assembly Standing Committee, opinions from the appraisal agency and agencies of the National Assembly to continue to complete the project dossier; supplement all documents according to the provisions of the Investment Law; supplement the forecast of air transport demand in the Capital region according to economic growth scenarios and plans for allocating connections between transport modes and airports in the region; clarify the necessity and effectiveness of Gia Binh International Airport; explain, clarify further, ensure the project's conformity with the planning, the basis for determining investment rates, and quantify additional social and environmental benefits and costs...
