Land clearance for Gia Binh International Airport: Listening to people's opinions, creating consensus

Outstanding results

Implementing the direction of the province, immediately after its establishment (August 22, 2025), the Gia Binh Commune Steering Committee and the land clearance working groups in the villages promptly took action, stepping up propaganda to each party cell and the people. Thanks to that, the work of paying compensation and supporting agricultural land achieved many remarkable results.

People of Song Quynh village come to do procedures to receive advance compensation and site clearance money.

Specifically, on September 9, 2025, the locality basically completed the payment of advance compensation for 4.3 hectares of agricultural land in Thu Phap village (to serve the construction of the VIP terminal) and nearly 19.8 hectares in My Thon village (to build the ATC air traffic control tower). All 296 households with land within the project area have received compensation, with a total cost of nearly VND 91 billion.

Notably, in just 3 days (September 23-25, 2025), Gia Binh commune deployed advance payments for nearly 245 hectares of agricultural land of 2,261 households in 13 villages. Despite the huge workload, the local government and related units were able to pay 1,943 households, reaching 86%, with an area of 217.76 hectares, totaling nearly 959 billion VND.

By the end of September 2025, the total area of agricultural land that had been paid in advance in the commune reached more than 240 hectares (not including 125 hectares completed in phase 1). The above results demonstrate the high determination, the synchronous participation of the political system and the consensus of the people. Sharing about the initial successes, Mr. Luong Trung Hau, Chairman of the People's Committee of Gia Binh commune, Deputy Head of the Standing Committee of the Steering Committee for the implementation of projects related to Gia Binh International Airport, emphasized: The biggest lesson is the unity in the entire political system and the pioneering role of cadres and party members. "Clear thinking makes good work" - that motto is thoroughly understood in each party cell. From commune leaders to village cadres, everyone identified this as a key task, ready to work day and night, including holidays. Party cell meetings are promoted as a direct propaganda channel, helping cadres and party members grasp the guidelines and policies before mobilizing the people. During the implementation process, officers must listen and explain each question thoroughly to create consensus.

The second lesson is that site clearance must be carried out in accordance with the correct procedures, without missing any steps. All information from planning boundaries, compensation policies to area data are public and transparent, making it easy for people to compare and monitor.

Another key factor is to promote the role of grassroots cadres - the core force, the "bridge" between the government and the people. They not only set an example in implementing policies but also directly mobilize and effectively propagate thanks to their understanding of the area and closeness to the people.

Mr. Hoang Cong An, Head of Song Quynh village, said: "Along with the commune's dissemination conference, the village has established a propaganda team to each household. Through understanding, the majority of people agree and support the project." Opinions from the people also show their trust in the government. Ms. Nguyen Thi Gam, Quynh Boi village, expressed: "My family voluntarily handed over more than 1,250 m² of agricultural land to implement the project, just hoping that the project will be completed soon, creating more jobs for the people." The above lessons have become experiences for the locality to implement the next stages.

In parallel with the payment of compensation for agricultural land, Gia Binh commune is preparing to implement the phase of land clearance for resettlement (about 142 hectares) along with residential land and infrastructure projects. This is a particularly important task because it is directly related to the rights and long-term housing of the people.

At the working session on September 18, 2025, Chairman of the Provincial People's Council Nguyen Viet Oanh acknowledged and highly appreciated the initial results, and emphasized the need for localities to focus on carefully reviewing residential land, classifying subjects, comparing areas, and unifying propaganda policies. The implementation process must continue to ensure publicity and transparency; explain thoroughly to reassure people and create consensus. This is considered a "test" for Gia Binh to flexibly apply existing lessons, and at the same time be creative in its approach to promptly resolve arising problems.

Strive to reach the finish line on time

Despite many positive results, the site clearance work still encountered many difficulties. Due to the urgent progress requirements, many steps in the process had to be shortened, leading to the emergence of petitions.

By the end of September 2025, the total area of agricultural land that had been paid in advance in Gia Binh commune reached more than 240 hectares (not including 125 hectares implemented in phase 1).

Plan No. 57 of the Provincial People's Committee requires the completion of site clearance for resettlement areas before October 15, 2025. Gia Binh Commune received the adjusted location (142 hectares) from September 9, 2025, while still focusing on clearing more than 430 hectares of agricultural land. To overcome the difficulties, Gia Binh Commune proposed the province to adjust the deadline for completing site clearance for resettlement areas to before November 15, 2025; allow the implementation of social housing projects to arrange for disadvantaged and disadvantaged households who are not eligible to enter resettlement areas; organize to collect people's opinions on resettlement areas and restitution works to ensure consensus. At the same time, support funding for grassroots forces (villages and hamlets) mobilized to participate in site clearance but currently have no regime or allowance.

The initial results in Gia Binh have shown the determination of the entire political system, the motto "clear thinking, good work" along with the consensus of the people is the key to all victories.

The flexible application of lessons learned, especially the openness, transparency and promotion of the “bridging” role of grassroots cadres will continue to be the driving force for Gia Binh to complete the land clearance and resettlement phase. This is a prerequisite for bringing the Gia Binh International Airport project to the finish line on time, opening up new development opportunities for the locality and the whole region.
