Vice Chairman of the Provincial People's Committee Quach Tat Liem inspected the site clearance work of projects in Thinh Minh commune.

On the morning of November 21, comrade Quach Tat Liem - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee inspected and listened to reports on the progress of implementation and site clearance of key projects in Thinh Minh commune. Attending were leaders of the Provincial People's Committee Office, representatives of the Departments of Construction, Finance, Agriculture and Environment, contractors and related units.

Major projects in Thinh Minh commune include: Quang Tien - Thinh Minh Road, Thinh Minh Industrial Project Complex, Yen Quang Industrial Park, road to Yen Quang Industrial Park combined with public service and some other projects.

According to the People's Committee of Thinh Minh Commune, the whole commune currently has 7 major projects being implemented. Of which, the Quang Tien - Thinh Minh road project has a total length of 8.13km, with a total investment of 430 billion VND. The project must reclaim over ^228,000m2 of land, and has so far handed over ^222,000m2 , creating conditions for the contractor to speed up the construction progress of the main items.

For the Thinh Minh Industrial Project Complex, there are 3 important components. The Phu Minh Ecological Urban Area Project has a total investment capital of 1,675 billion VND, an area of ​​87.33 hectares, and needs to recover 77.6 hectares of land; up to this point, 58.3 hectares have been counted, reaching 75% of the volume. The Thinh Minh 1 Industrial Park Project has an area of ​​about 46.9 hectares in the first phase of recovery; currently, 14.5 hectares of land of all types of 87 households have been counted. The resettlement area of ​​Thinh Minh Industrial Park is also being implemented with a planned area of ​​10.3 hectares, ensuring new accommodation for affected households when the project is expanded.

One of the major bottlenecks is that the Yen Quang Industrial Park Infrastructure Construction and Business Investment Project still has 6.2 hectares of agricultural land that has not been cleared. The project also has problems related to moving the headquarters of some old agencies and resolving the relocation of some households. The Commune People's Committee has developed a solution and is reporting to the Provincial People's Committee to ask for approval to promptly resolve the issue.

At the Yen Quang Industrial Park road project combined with public service, the road is 1.76km long, reclaiming land from 15 households. Currently, 8 households have temporarily handed over about 1ha of land for construction. The remaining 7 households with an area of ​​0.8ha have not yet completed site clearance.

The project of the road connecting Tien Tien Industrial Park with Yen Quang Industrial Park combined with the service road of Hoa Lac - Hoa Binh road is expected to collect opinions and complete the plan for approval before December 15, 2025.

For the resettlement area construction project serving the Yen Quang Industrial Park project, up to now, 4.2/6.57 hectares have been approved and 1.62 hectares of land clearance has been paid. The Commune People's Committee has directed the Project Management Board to issue a document requesting the Regional Land Fund Development Center to hand over the approved compensation records of households for payment, with a total amount of more than 8 billion VND. The remaining area of ​​about 1.5 hectares is being reviewed for origin and land classification to make a plan.

Thinh Minh Commune is also coordinating to implement the urgent project of flood prevention and control of Pheo - Che flood dike in the lower Da River (phase 1 and 2). The project has handed over 1.1/2.5 km of clean land. The remaining part related to about 80 households has basically completed the work of counting, planning and publicizing the draft of the proposed plan.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Quach Tat Liem highly appreciated the proactive spirit and efforts of the Party Committee and the authorities of Thinh Minh commune in directing and organizing the implementation of site clearance for key projects. At the same time, he requested the commune to continue to focus on the task of site clearance for public investment projects.

The Vice Chairman of the Provincial People's Committee assigned the Hoa Binh Regional Project Management Board to review the progress of 7 projects being implemented in the area; ensuring that 100% of investment capital must be disbursed by December 15, 2025 at the latest according to the set plan. Slow-progressing projects must urgently count the remaining area, remove obstacles and speed up the site clearance progress, especially in industrial parks and clusters. Compensation and support plans for school cluster areas must be detailed and specific.

Regarding the project of connecting road between Tien Tien Industrial Cluster - Yen Quang Industrial Park, comrade Quach Tat Liem requested the commune to focus on directing resolutely; urging construction units to speed up, ensuring completion according to plan.

The Vice Chairman of the Provincial People's Committee also reminded investors to prepare sufficient financial resources, human resources, machinery and equipment to implement immediately upon handing over the site. Strictly complying with progress commitments will contribute to speeding up the construction process, putting projects into operation soon, creating momentum for socio-economic development for Thinh Minh commune and the region.
