The Ministry of Construction has just proposed creating a real estate code, requiring organizations and individuals to provide housing ownership information for integration into the National Information System from 2026. Each real estate project will be associated with a unique code, which will not change throughout the data life cycle.
According to information from the Department of Land Management, the real estate identification code is a short, unique string of characters. This code will fully integrate the core information of a real estate such as location, area, boundaries and especially ownership history. This digitization is considered a breakthrough in the management of a complex and dispute-prone field.



In the near future, each real estate in Vietnam will be given a unique identification code.
One of the urgent reasons for implementing identification codes comes from the fragmented management situation. Currently, a property attached to land is under the management of many different agencies. Mr. Vo Hong Tu - General Director of Minh Tu Law Company Limited, analyzed: "Land belongs to the Ministry of Agriculture and Environment, housing is managed by the Ministry of Construction, and mortgaged property is related to the banking system. This fragmentation easily leads to overlap, creating loopholes for bad guys to take advantage of. Therefore, having a unified identity for real estate is extremely necessary."

This view was also agreed by Mr. Le Hoang Chau - Chairman of the Ho Chi Minh City Real Estate Association, when emphasizing the need to integrate information to avoid overlap and proposing ways to effectively implement real estate coding.
In the context of the real estate market lacking data consistency, the proposal to attach identification codes is considered by experts to be an important step. Mr. Tran Minh Hoang - Vice President of the Vietnam Real Estate Brokers Association, said: "With pink books and red books, we already have information about planning and land plots. However, the identification code will provide comprehensive information about the creation process, transactions, taxes, and who is the owner."
According to Mr. Hoang, when the owner puts the real estate with the transaction code on common platforms, the identification code will support all market participants, improve transparency, efficiency and state management capacity.

Regarding the implementation roadmap, the Ministry of Construction proposed a pilot project in 5 cities including Hanoi, Ho Chi Minh City, Hai Phong, Da Nang and Can Tho. The first two quarters of 2026 will be the technical implementation and data update phase. From the third quarter of 2026, the information system is expected to be tested internally and officially operated from the fourth quarter of next year. The management agency will periodically evaluate the implementation results, complete and maintain the system from 2027 onwards.
